Dear Mayor Tobias:

In response to my email of Monday, March 17, 2025, several impacted communities have written to advise that they would like an extension to the period to review and return the final version of the police dispatch services agreement and to request that E-Comm provide service to the RCMP detachments in such communities until May 30, 2025.

In the interests of public safety, E-Comm is prepared to grant an extension for the return of an executed agreement with your municipality and to provide service from April 1, 2025, until May 30, 2025, in the absence of a signed agreement. Please note that E-Comm will issue a levy invoice for services for such time period, which will likely be delivered on or around April 1, 2025. In accordance with E-Comm’s policy, payment is due upon receipt.

Although the version of the agreement and accompanying documents reflect feedback and questions from various communities, if these do not address your specific concerns or, in the course of reviewing the documents new ones arise, please contact me. E-Comm recognizes that this work and terminology is likely new to you. As this agreement does not change the services your detachment has received over the last few years, if you have not already, please consider discussing the agreement and the services it covers with your detachment commander.

Please note that, while E-Comm is certainly open to addressing questions about the agreement, any change would have to be agreed with and applied to the agreement for each community.

My hope is that this additional time will be sufficient for you to conclude an agreement with E-Comm as the first of many. In the interim, please sign and return the enclosed copy of this letter to acknowledge your agreement to the terms of this extension.
