Re: Request to Support AVICC and UBCM Resolution - Funding for 911 Services

In Canada, the funding and governance of 911 services are undergoing significant changes with the transition to Next Generation 911 (NG9-1-1). This new system aims to enhance emergency communications by integrating modern technologies and creating a national interoperable network.

Currently, on South Vancouver Island, the cost of 911 services is being transitioned to property owners through municipal property taxes. The funding mechanisms for these services vary across provinces. Some have implemented legislation allowing for a 911 levy on telecommunication services, which is typically added to consumer bills. This approach helps secure the necessary funding for modernizing and maintaining emergency communication systems. Addressing the challenges of technological upgrades and equitable cost distribution is essential for the sustainability and effectiveness of 911 services. Implementing a 911 levy on telecommunication services would help lower the financial burden on our residents.

We kindly ask that our impacted communities support the following AVICC and UBCM resolution submitted by the District of Sooke Council:

WHEREAS the legislation does not account for internet and cellular revenues flowing to telecommunications companies or provide funding for the 911 services available primarily through cell phones;

THEREFORE BE IT RESOLVED THAT the cost of 911 services be shifted to those benefiting from these services.

Together we can advocate for the implementation of a 911 levy on telecommunication services to ensure the sustainability and effectiveness of our emergency communication systems.
