Letter from Modo Regarding Carsharing Services

Re: assessment carsharing services for multi-unit residential development at 9 Erskine Lane in View Royal

This letter confirms that further to the assessment by Modo of the development project located at 9 Erskine Lane and its vicinity, Modo is not interested in entertaining a collaboration with WestUrban to fulfill the covenants/obligations set out by View Royal regarding the provision of carsharing services.

Based on Modo’s experience in similar communities (mostly residential, where the individually owned automobile is the predominant mode of transportation), the likelihood of a shared vehicle, isolated from the rest of Modo’s vehicle network, to reaching a sustainable level of utilization is slim. This means that the shared vehicle would almost certainly need to be relocated after the initial (two year) service term required by the municipality, producing no long-term benefits for the residents and surrounding community.

Round trip carsharing tends to be the "last piece of the puzzle" in multimodal networks. For the service to become viable in historically car-centric communities, these communities first need to move away from an urban planning that makes it impossible for a large number of people to conveniently walk, ride or take the bus to school, work, daily and weekly needs. This translate in the need to first focus on building complete, compact communities with good walking, cycling and public infrastructure and/or have the flexibility to leverage development projects to plan and implement round trip carsharing at the neighbourhood/community level.
