Details of item to be added: Revise Active Transportation Plan and town’s road designs:
- do not use bi-directional bike lanes on View Royal streets,
- do not use multiuse paths that combine cycling and pedestrian on one level surface
- do not include concrete cycling barriers in town’s road designs.
The Active Transportation Plan was only received -- conceptual designs were not approved. These ideas were not fully assessed with equal consideration for cycling, walking, and transit. The proposed designs present unreasonable risks due to regional inconsistencies, confusion of users, increased risk of injury and liability, decreased comfort etc.
Before any RFP for design can proceed, a full and independent review is needed to assess cost / benefits. reveal and mitigate unintended risks, investigate presumptions of connectivity, and actual limitations of road widths, the destruction of tree canopies, and the potential adverse impacts on First Nations neighbours and regional network.
Lastly, full disclosure of tax implications: additional staffing / specialized equipment resources, impacts on contracted road maintenance etc must be fully investigated beforehand.
