JEDBURGH SIDEWALK CONSTRUCTION AWARD
RECOMMENDATION:
THAT Council approve the award of the Jedburgh Road sidewalk project to Ralmax Contracting Ltd. in the amount of $317,172 net of GST;
AND THAT the budget be amended to $375,172 to cover the construction costs, contract administration, engineering inspections and contingencies, net of GST.
ALTERNATIVE OPTIONS:
Option #2: THAT Council direct staff to cancel the tender due to all bids exceeding the project budget.
PURPOSE:
The purpose of this report is to seek approval from Council to award the Jedburgh Sidewalk construction project to the recommended bidder.
BACKGROUND:
Five (5) bidders submitted bids to the Town of View Royal, which was opened on October 3, 2024 at 2:00PM:

All bids indicated above are net GST.
The construction budget for this project (construction, contract administration and engineering inspections), is $275,000.
The Engineering consultant and contract administrator (Westbrook Consulting Ltd) has confirmed that all bids are compliant with the tender requirements and recommend that the project be awarded to Ralmax Contracting Ltd. as the low bid.
ANALYSIS:
Impacts and implications can be summarized as follows:

Staff agree that the low bid is a competitive bid and reflective of current market conditions: the top four bids are within 5% of the low bid which is indicative of a competitive bid. |
ALIGNMENT:
The recommended option aligns with the Town’s following core guiding documents as follows:
- Strategic Plan: Strategic Priority A, Goal 1: Shift primary mode within View Royal away from vehicles to walking, cycling and transit.
- Other Policy Documents: Active Transportation Network Plan (2023), Action Item 1I (immediate): Implement Jedburgh Road sidewalk facilities from 12 Jedburgh Rd to Helmcken Rd.
