Given the massive increases in personal municipal taxes that we have faced over the last years we should be looking to increase the tax base not reduce it. If cities like Toronto revolt over a 10 % increase they would be blessed compared to Us.

Why give special consideration to these institutions and will this mean even more considerations in the future.
