Mayor Tobias called the meeting to order at 7:04 p.m.

Councillor Rogers asked whether lot coverage and impermeable surface area should be included in the discussion this evening.

4. MAYOR’S REPORT

The Mayor noted that Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 (Small-Scale, Multi-Unit Housing) is before Council to ensure compliance with the Province’s Bill 44 – Housing Statues (Residential Development) Amendment Act, and that BC Hydro is working with municipalities to provide improved customer service.

a) Minutes of the Standing Committee on Housing Legislation meeting held June 7, 2024

Council reviewed the Standing Committee on Housing Legislation’s discussion items and the recommendations made at the Standing Committee’s June 7, 2024 meeting.

The Director of Development Services noted that the Committee’s recommendations to amend Schedule E to include lots within the 400m radius of a prescribed frequent bus stop and to identify Site Standard Package D on the map legend in Appendix 1 have already been incorporated.

a) Small-Scale, Multi-Unit Housing Zoning Amendments

  1. Report dated May 28, 2024 from the Director of Development Services

The Director of Development Services gave a summary of the report to Council.

Council and staff discussed the authority of the bylaw in relation to strata bylaws, parking, and that there is no requirement for owner occupancy.

THAT the report dated May 28, 2024 from the Director of Development Services titled “Small-Scale, Multi-Unit Housing Zoning Amendments” be received.

  1. Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 A Bylaw to Amend Zoning Bylaw No. 900, 2014 to Introduce Small-Scale, Multi-Unit Housing (SSMUH) Zoning Regulations

THAT Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 be given first, second, and third reading as amended to include the two Standing Committee on Housing Legislation recommendations supported by Council this evening.

  • inclusion of garage floor areas in the floor area calculation;
  • replacement of the setbacks in the proposed Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 with the setbacks in Option 2 that were presented in the attachments to the Small-Scale Multi-Unit Housing Regulation Report to the Committee of the Whole dated May 14, 2024; and
  • removal of lot coverage and impermeable surface coverage as provisions of density in all standard zones.
