AMENDMENTS TO ELECTION PROCEDURES BYLAW & SIGN BYLAW
BACKGROUND:
“2022 General Local Election Review” report considered March 2023
May 2024 CoW discussion included comments about:
- elimination of signs
- reducing number of allowable small signs
- challenge of enforcement
- effectiveness of signs
- environmental impacts
- accessibility
- signs on MOTI & private land
COUNCIL DECISION:
THAT Election Procedures Bylaw No. 989 and Sign Bylaw No. 950 be amended to remove provisions for candidates’ election signs on Town of View Royal land and instead allow for only federal, provincial, or local government signs that announce an upcoming election on Town of View Royal land. (C-84-24)
PURPOSE:
To respond to resolution C-84-24 from the May 21, 2024 Regular Meeting of Council:
BYLAW AMENDMENTS – ELECTION PROCEDURES NO. 989:
- Adds “Voting Opportunity Sign” definition, removes “Small Sign”
- Removes placement of Elections Signs on Town public land
- Adds provision for Elections Canada, Elections BC, both SD 61 & 62, and TVR to place a Voting Opportunity Sign in each of the 3 designated Town Public Land areas
- for these, retains provisions for cost recovery for site damage, self-supporting and depth of support structures
- Adds use of reader board at PSB for Voting Opportunity messaging
- Much remains the same re. safety provisions, not on vehicles/trailers, timing, 2 sign faces, permitted on private land with consent
BYLAW AMENDMENT – SIGN BYLAW NO. 950:
- Removes “Election Sign” definition as not required
- Bylaw does not apply to signs having to do with elections as long as they are only placed in the 30 day to 48-hour timeframe




ALIGNMENT:
- Strategic Plan: Values – “TVR pursues community excellence through a corporate culture that is innovative.”
- Sign Bylaw No. 950: Some of the stated purposes are not to create distractions or safety hazards for pedestrians and motorists and to minimize impact on nearby property.
- Community Climate Action Strategy: Organizational leadership underpins the strategies/actions in this document, including “Waste” and specifically “zero-waste” education programs.
TIME CRITICAL:
Provincial election scheduled for October 19, 2024
RECOMMENDATION:
THAT the report prepared June 24, 2024 by the Director of Corporate Administration/Deputy CAO and entitled “Amendments to Election Procedures Bylaw No. 989 and Sign Bylaw No. 950” be received.
