TOWN OF VIEW ROYAL ITEM(S) TO BE ADDED TO AGENDA
Meeting date: 2024 - June - 18
[X] Council [ ] Committee of the Whole
If you wish to have items included on the agenda, please fill out the form below and return to Elena Bolster by 12:00 noon on the Thursday preceding the meeting date.
Date: June 13 2024
Name of Council Member: John Rogers
Details of item to be added: ISSUE: Attached article of collision and injuries from fast moving e-bike in View Royal.
ISSUE: speeding cyclists, distraction, inexperience, sight-lines, pedestrian safety. Active Transportation and Equality requires safety and comfort for all users and abilities.
The CRD studied GGT / Lochside trail pedestrian safety for MANY years with $50 m solution now underway. BUT same issues exist on E&N with NO solutions and NO funding.
The E&N has poor sight-lines, contours and trail width constrained by an "active" rail line and the Railway Act, so "pedestrian only lanes" are difficult.
Doing nothing with years of study is unacceptable! The solution is obvious now. INVEST in reducing E&N speed to 20 kph; post / count/ measure speeds AND provide adequate enforcement. Yes, e-scooters too. Protect all, reduce risk of injury and lessen liability for legal claims given mobility users often don't carry sufficient insurance.
List any attachments: Times Colonist article: (June 6 2024) "jogger clipped by fast moving e-bike on E&N Rail Trail taken to hospital"... in View Royal, near Portage Park and playground.
When submitting your form, please provide attachments either by paper copy or digitally to Elena Bolster ebolster@viewroyal.ca .
