1. CALL TO ORDER – Councillor Brown, Acting Mayor called the meeting to order at 7:00 p.m.

5. PETITIONS & DELEGATIONS a) C. Vanderhorst, Regional Assurance Partner, MNP LLP, Re: Presentation of the 2024 Audit Service Plan Mr. Vanderhorst presented the 2024 Audit Service Plan, noting key changes and developments.

   b) L. Rojas and A. Miller, Re: Ban on Consumer Fireworks L. Rojas and A. Miller discussed the impacts that the discharge of fireworks pose and the benefits of a province-wide ban. They noted that the District of Metchosin passed a motion to send a resolution to the 2025 AVICC convention.

8. REPORTS 8.1 STAFF REPORTS a) Section 57 Notice on Title – 12 Vickery Road

   1. Report dated November 1, 2024 from the Building Official The Building Inspector reviewed the report for Council. Council and staff discussed the current situation, the impact of a Section 57 Notice on Title, and next steps.

   • THAT pursuant to section 57 of the Community Charter, SBC 2003, c. 26, a notice be filed with the Land Title Office against land with a civic address of 12 Vickery Road, Victoria BC and a legal description of Lot B, Section 91, Esquimalt District, Plan 18407, except part in Plan 3768RW, PID 003-762-491 for failure to comply with sections 5.1, 5.2, 5.5, 7.5, 8.2, 8.12, 8.15, 11.18, 14.8, 14.10(d)(ii), 24.3, 24.4, and 25.2 of the Town of View Royal’s Building Bylaw No. 1111, 2023.

10. BYLAWS a) Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 1151, 2024 A Bylaw to Amend Sanitary Sewer Rates and Regulations Bylaw in Regard to Household Sewer Grinder Pump System Locations

    • THAT Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 1151, 2024 be adopted.

13. MOTIONS & NOTICES OF MOTION a) Improvements to BC Transit Route 46 – Councillor Rogers

    • MOVED BY: Councillor Rogers
    • SECONDED BY: Councillor Lemon
    • THAT the Mayor advocate to the Victoria Regional Transit Commission to both increase the frequency of weekday evening service and to add weekend service for Route #46 (Dockyard/Westhills);
    • AND THAT a copy of the letter be sent to the Esquimalt Nation and Songhees Nation.
    • CARRIED

    b) Hazard Falling Rock Safety Concerns – Councillor Rogers

    • MOVED BY: Councillor Rogers
    • SECONDED BY: Councillor Mattson
    • THAT the “Hazard Falling Rock Safety Concerns” item from Councillor Rogers be referred to staff to provide a report back to Council.

    c) Renaming of Island Highway – Councillor Brown Councillor Brown indicated that he would withdraw his notice of motion given that the City of Langford is considering naming a facility in honour of former Premier John Horgan.

14. CLOSED MEETING RESOLUTION

    • MOVED BY: Councillor Mattson
    • SECONDED BY: Councillor Rogers
    • THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(c) – labour.
