ISLAND HIGHWAY SIDEWALK UPGRADES CONSTRUCTION AWARD

RECOMMENDATION:

THAT Council approve the award of the Island Highway sidewalk project (Project C-066) to Ramida Enterprises Ltd. in the amount of $362,800.82 net of GST.

PURPOSE:

The purpose of this report is to seek approval from Council to award the Island Highway Sidewalk Upgrades to the recommended bidder.

BACKGROUND:

Eleven (11) bidders submitted bids to the Town of View Royal, which was opened on November 15, 2024 at 2:00PM. A summary of the bid prices, upon verification by the Town’s Contract Administrator (ISL Engineering and Land Services Ltd.), is as follows:

ISL has confirmed that all bids are compliant with the tender requirements and recommend that the project be awarded to Ramida Enterprises Ltd. as the low bid.

ANALYSIS:

Impacts and implications can be summarized as follows:

Category Description
Community Impact: Improved pedestrian accessibility by continuing to close the gap in sidewalks along the Island Highway.
Financial Implication: The low bid, contract administration costs and moderate contingencies are within the current budget. No additional implications are present.
Inter-governmental Relations Impact: Improved pedestrian accessibility towards the City of Colwood’s sidewalk network that ultimately leads to the Juan de Fuca Recreation Centre. Improved accessibility to rapid transit.

The recommended option aligns with the Town’s following core guiding documents as follows:

Official Community Plan: Objective LU13.: Support the revitalization of the western gateway through improvements along the Island Highway.
