    a) Contract Renewal - Fire Dispatch Services

    Staff Recommendation: THAT the Town of View Royal renew/extend the Dispatch Service Agreement with the City of Surrey for a period of five years; AND THAT the Town's signatories be authorized to execute the necessary related documents.

    8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

    a) From the February 15, 2023 Special Committee of the Whole Budget Meeting:

    1. Continued 2023-2027 Financial Plan Deliberations

    THAT the Committee recommend to Council that the Helmcken Centennial Park Master Plan be removed from the 2023-2027 Five Year Financial Plan. (COW-10-23)

    Staff Recommendation: Receive only as item further considered February 16, 2023 (see COW 11-23 below).

    b) From the February 16, 2023 Special Committee of the Whole Budget Meeting:

    1. Summary from the February 15, 2023 Special Committee of the Whole Budget Meeting

    THAT the Committee recommend to Council that the Helmcken Centennial Park Master Plan (N-064) Non-Core Project (total $55,000) be deferred to 2024. (COW-11-23)

    THAT the Committee recommend to Council that all environmental services capital projects be approved. (COW-12-23)

    c) From the February 22, 2023 Special Committee of the Whole Budget Meeting:

    1. Continued 2023-2027 Financial Plan Deliberations

    THAT the Committee recommend to Council that the Legislative - Conferences account (1-2-01100-260) for 2023 be reduced to $5,000 to facilitate the Mayor's attendance at the Union of British Columbia Municipalities annual conference in September. (COW-13-23)

    THAT the Committee recommend to Council that $100,000 be contributed in 2023 to the Police Operating Reserve to facilitate the smoothing of the debt service costs relating to the West Shore RCMP detachment expansion (C-137). (COW-14-23)

    THAT the Committee recommend to Council that the draw from accumulated surplus be reduced to $150,000, resulting in a municipal property tax increase of 9.97%. (COW-15-23)
