1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:06 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. MAYOR’S REPORT

The Mayor noted he met with the Mayor of Saanich to discuss borders and cooperative planning opportunities as well as speed patrols and traffic in the Helmcken Road/Burnside Road West area. He noted he had attended a weed pull event with Councillors MacKenzie and Rogers on February 18 at View Royal Park; participated in the opening of the Victory Hill Daycare; and will attend a meeting with Westshore mayors and senior planning staff teams to discuss development in the City of Colwood’s Wale Road neighbourhood.

C-25-23 THAT the Town approve, in principle, a revision of the existing Community Garden Policy No. 5200-015 to better align with the policies in neighbouring municipalities including:

  • a shift of administrative and management responsibilities from the Town to a non-profit community garden society;
  • clearly defined roles, responsibilities, and expectations of the Town and a non-profit community garden society, and plot holders;
  • a requirement for a land use agreement between the Town and a non-profit community garden society; and
  • the use of generalized language in anticipation of future community gardens to be developed in View Royal;

AND THAT staff work with the current non-profit society (View Royal Park Community Garden Society) on any proposed policy changes so that a mutually beneficial agreement can be reached. CARRIED

Tooke, Manager, Sustainability, Assets, and Support Services, from the City of Victoria’s Engineering and Public Works Department be invited to make a presentation to a future Committee of the Whole meeting regarding Victoria’s “Demolition and Waste and Deconstruction Bylaw”. CARRIED

  1. Verbal update from Councillor Kowalewich, Representative, West Shore Parks and Recreation Society Board

Councillor Kowalewich provided a verbal update to Council regarding activities at West Shore Parks and Recreation, specifically, in-house staff training for swimming instruction, the new skatepark, and the Board’s strategic planning. Council discussed diversity, equity, inclusion, and accessibility; monitoring of the skatepark; and the potential to include the Society’s information in the Town’s newsletter.

a) S. Presho, 285 Pallisier Avenue, questioned whether the map from the draft Official Community Plan could be removed from the Town’s website. b) M. Wiltshire, 59-14 Erskine Lane, inquired as to the pause in work at the handyDART site on Burnside Road West.

a) Reconsideration of Traffic Light at 472 Atkins/Island Highway – Councillor Rogers

C-30-23 THAT a report be provided on the pros and cons of the proposed traffic light at Atkins Road/Island Highway which includes:

  • impacts to resident stakeholders;
  • assessment of the broad implications of installing a traffic light and the proposed rapid transit mobility hub including projected traffic impacts on Six Mile Road, Burnside Road, and the Island Highway from the traffic light and/or mobility hub; and
  • information about the impact of the traffic light and/or the mobility hub on the commercial/residential potential of the Atkins Neighbourhood Centre;

AND THAT this report be available for public information. CARRIED

b) BC Transit to Implement Short Term Service Priorities – Councillor Rogers

C-31-23 THAT the Town write to BC Transit with a copy to the Victoria Regional Transit Commission’s West Shore representative requesting that, beginning in 2024, BC Transit implement the service priorities for Routes 24, 40, and 46 as identified in BC Transit’s 2021 Esquimalt-View Royal Local Area Transit Plan;

AND THAT the Township of Esquimalt, District of Saanich, Songhees Nation, and Esquimalt Nation be invited to participate in this request. CARRIED
