1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

THAT the minutes of the Council meeting held March 7, 2023 be adopted as presented. CARRIED

4. MAYOR’S REPORT

The Mayor noted he is meeting with West Shore mayors to discuss the possibility of Emergency Management BC co-locating with the West Shore RCMP. He stated he also met with a consultant to discuss data driven decision making for governments and mentioned the upcoming Volunteer Appreciation Dinner to be held at the Victoria Scottish Community Centre.

8.1 STAFF REPORTS

a) 2022 General Local Election Review

1. Report dated March 15, 2023 from the Corporate and Deputy Corporate Officers

The Corporate Officer gave a summary of the report to Council.

Council and staff discussed amending the existing sign bylaw to eliminate large signs, reducing the number of allowable small signs to two per zone, enforcement, effectiveness of signs, environment impacts, election sign costs, confusion around sign zone boundaries, and alternative methods to promote voter turnout in the absence of election signs.

THAT, as part of the Town’s climate action commitment to mitigate climate change at the local level, Election Procedures Bylaw No. 989 and Sign Bylaw No. 950 be amended to remove provisions for candidates’ election signs on public land and instead allow for only municipal signage announcing the upcoming election on public land;

AND THAT candidates’ election signs be permitted only on private property. DEFEATED Councillors Kowalewich, Mattson and Rogers opposed

C-39-23 THAT the report dated March 15, 2023 titled “2022 General Local Election Review” from the Corporate and Deputy Corporate Officers be tabled to a future Committee of the Whole meeting where all Council members are present. CARRIED

b) Preliminary Draft Active Transportation Network Plan

1. Report dated March 16, 2023 from the Deputy Director of Engineering

Council and staff discussed Council feedback, multi-use paths, engagement with First Nations, and notice provided for Open House.

C-40-23 THAT the Stormont Road traffic calming (C-081) project in the amount of $8,000 be included in the 2023-2027 Financial Plan. CARRIED

C-41-23 THAT the Coastal Adaptation Plan (N-089) in the amount of $110,000 be included in the 2023-2027 Financial Plan;

AND THAT Council be apprised of the results of the pending grant application. CARRIED

C-42-23 THAT N-025 (Official Community Plan review), N-036 (Community Engagement Strategy), and N-106 (Public Engagement – Garden Suite Policy) remain in the 2023-2027 Financial Plan as proposed;

AND THAT work on these projects not commence until Council considers a staff report regarding retention of a contractor for engagement activities. CARRIED

C-43-23 THAT the Off-street parking review (N-099) in the amount of $75,000 be included in the 2023-2027 Financial Plan. CARRIED

C-45-23 THAT Public Safety Building landscaping (C-085) project be reduced from $55,000 to $35,000 and be included in the 2023-2027 Financial Plan. CARRIED

C-46-23 THAT the report dated March 6, 2023 from the Corporate Officer titled “Accessible Act – Municipal Requirements” be tabled to the May 2023 Committee of the Whole meeting. CARRIED

C-48-23 THAT the Development of road ends (C-114) projects continue in the 2017 Parks Master Plan prioritized order and as described in the C-114 Project Summary;

AND THAT details on the Thomas Park Drive and Stillwater Road road ends projects be provided prior to work commencing;

AND FURTHER THAT volunteers be asked to assist with the removal of invasive species at Thomas Park Drive and Stillwater Road sites. CARRIED

a) Minutes of the West Shore Parks and Recreation Society Board of Directors meeting held February 9, 2023

Council discussed the use of some of its Growing Communities Funds towards View Royal’s share of upcoming capital projects at the West Shore Parks and Recreation site, the new skateboard park, the Tennis Clubs of Canada proposal to erect a structure over four tennis courts allowing playtime for tennis players during winter months, and events to generate revenue.
