1. CALL TO ORDER
Mayor Tobias called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. MAYOR’S REPORT
The Mayor thanked the Active Transportation Network Plan team for their work; discussed a meeting with an entrepreneur regarding “very light rail”; and clarified that the concept of a “15-Minute City” is about walkability, not tracking or monitoring.

- Email dated April 14, 2023 from the View Royal Climate Coalition, Re: Implementing the Zero Carbon Step Code as Early as Possible
Ms. Devonshire spoke to Council regarding the urgent call to adopt zero carbon step code and how to achieve this, specifically, reduction of greenhouse gas emissions, neighbouring communities adopting zero carbon step code, and low carbon energy heating systems.

The Director of Development Services summarized the report for Council.
Council and staff discussed implementation timeline, accelerated, or phased approach, engagement, and the compliance date for builders.

b) Active Transportation Network Plan Follow-up
- Report dated April 14, 2023 from the Director of Engineering and Parks
Council and staff discussed the finalization of the Active Transportation Network Plan (ATNP) and engagement.
With respect to comments supplied by individual members of Council, Council provided the following feedback:
- support for providing commentary to the Capital Regional District (CRD) regarding regional trail safety improvement information (trail widening and continuous width) and to be mentioned in the ATNP;
- support for promotion of the WalkRollMap and BikeMaps links on the Town’s social media and include in the ATNP policy section;
- include single pedestrian priority map as part of cover memo to the ATNP;
- provide stronger wording in the ATNP regarding the promotion and support for wider CRD trails;
- do not amend the Ready Step Roll program commentary at this time to include reference to school crossing guards;
- support for consideration of other design options such as bike lanes for the future detailed design of Project G (Chancellor) and to be mentioned in the ATNP; and
- support extending a sidewalk to the Juan de Fuca Recreation Centre in City of Colwood) and staff to provide commentary to the City of Colwood on this item.

C-57-23 THAT the proposed 2023-2027 Financial Plan be amended by adding $40,000 to the building inspection budget in Protective Services, to be funded by Casino revenue. CARRIED

C-58-23 THAT the proposed 2023-2027 Financial Plan be amended by adding the $4,665,000 provincial grant revenue (the “Growing Communities Fund”);
AND THAT these funds be transferred to the reserve being established to receive this. CARRIED
Mayor Tobias stated that Superintendent Preston has expressed a need for the policing municipal employee funding to start January 1, 2024.
