TREE MANAGEMENT PLAN

TREE PRESERVATION MEASURES
- Site meeting to review Tree Plan: Before site work begins, a site meeting will be held between the municipal arborist, project arborist, and site supervisor to review tree protection measures. a) The Project Arborist shall clearly mark the boundaries of all areas to be fenced and protected; b) Boundaries must remain clearly delineated for the duration of the construction; c) Access routes and areas for trade parking and materials storage will be identified and marked.
- Tree Fencing: a) Tree protection fencing shall be installed to Town of View Royal standards at the locations indicated on this drawing prior to building permit being issued (see fencing detail on plan). b) Tree protection fencing and armouring shall be maintained in good condition throughout the duration of the project.
- Tree Management Plan posting: a) A full-sized weather-proof copy of this tree plan shall be posted in the site office in clear sight. b) The general contractor shall ensure that all relevant sub-trades are familiar with the drawing and tree protection measures.
- Tree removal: a) In order to minimize collateral damage to protected trees, tree removal shall be carried out by qualified arborists familiar with controlled tree removal in urban areas. b) Tree stump removal within the tree protected areas (TPAs) shall be supervised by the project arborist. c) Branches and chips will be chipped and hoarded on site for distribution within sensitive tree areas.
- Tree pruning: a) Prune out any damaged deadwood or broken limbs from protected trees. Pruning shall be performed to ISA standards by an ISA Certified Tree Technician. b) No climbing spikes ("spurs", "climbing irons") should be used to ascend the trees during pruning.
- Site servicing and excavations: The project arborist shall be present to oversee excavation, service trenching, stump removal, site grading or blasting within, or adjacent to, the tree protection zones (TPAs).
- Procedure for rock removal near tree root zones: a) The blasting contractor will convene a meeting with the arborist and blasting contractor prior to drilling to develop a work plan that minimizes rock removal impacts to protected trees. b) Where considered necessary by the arborist, alternate rock removal techniques, such as hoe-ramming, shall be used in place of blasting. c) Blasting operations in the vicinity of Tree Protection Areas are not to exceed a measured peak particle velocity of 25 mm/sec. d) The blasting contractor will keep all blasting within a 30m radius of any tree protection areas for review by the project arborist. e) All drilling shall be directed away from the outer boundary of the tree protection area closest to the blast zone. f) NO DYNAMITE as the explosive product. No fertilizer-based explosive is permitted, due to its toxicity to tree roots. g) The contractor shall prevent rock debris from the blast site from entering the TPA.
- Root pruning and protection: a) Any tree roots damaged during site work shall be pruned back to undamaged tissue by the arborist. b) Any exposed roots that cannot be backfilled immediately shall be temporarily covered with non-permeable fabric by the project arborist to prevent soil desiccation and erosion.
- Irrigation: Retained trees along the excavated areas shall be irrigated twice weekly during the summer drought period to an effective depth of 30cm.
- Temporary Access: If temporary access is required within a tree protection area (TPA), the contractor shall notify the project arborist in advance and review the access requirements and any additional protection measures prescribed by the arborist.
- Soil armouring: If it is not possible to fence the entire PRZ, the unprotected portion of the PRZ shall be armoured with 3/4" plywood or a temporary cover of geo-textile and 200mm of road-beam (material) compacted with a plate compactor. Requested removal or move tree fencing must be reviewed by the project arborist for approval.
- Storage of materials: No equipment, materials or excavated soil shall be placed or stored WITHIN THE TPA. THIS PARTICULARLY INCLUDES HOARDING OF EXCAVATED SOILS NEEDED FOR BACKFILLING OF THE HOUSE FOUNDATION.
- Replacement planting: To compensate for removal of ten (10) protected trees, twenty (20) replacement trees (2 for 1) shall be planted on the subject property as per Town of View Royal Tree Replacement standards.

Additional Tree Protection Notes:
- The excavation of the contaminated soils in the critical root zone (CRZ) of the retained trees shall be supervised by the project arborist.
- Depending upon the ultimate extent of contaminated soil removal, additional protected trees may need to be removed. Any additional tree removals will be replaced at a 2 for 1 ratio. The species, precise location and size of replacement trees shall be in concordance to the standards of the Town of View Royal Tree Protection Bylaw and pre-approved by a Town of View Royal representative.

Tree Protection Fencing Detail
Robust Tree Protection Fencing shall be constructed with a 2x4 frame and supports. (See photo below.) Snow-fencing will then be affixed to the frame using zip-ties, staples wire or nails. All-weather signage will be attached, clearly designating the area within as a TREE PROTECTION AREA - NO TRESPASSING.
