8.1 STAFF REPORTS

a) Canadian Mortgage and Housing Corporation's Housing Accelerator Fund

  1. Report dated May 10, 2023 from the Director of Development Services (Pg. 16 - 56)

Staff Recommendation:

THAT Council:

  1. Request that staff apply to Canadian Mortgage and Housing Corporation’s Housing Accelerator Fund Program;
  2. Support the following action plan initiatives to accelerate housing supply in accordance with the funding requirements: i. promoting high-density development without the need for rezoning (as-of-right zoning), e.g., for housing developments up to 10 storeys that are in proximity (within 1.5km) of rapid transit stations (i.e. Atkins Road and Helmcken Road) and reducing car dependency; ii. encouraging accessory dwelling units – a second smaller unit on the same property as a primary unit (i.e. garden suites) iii. implementing land use changes mandating a minimum number of family units (units with more than two bedrooms) or allowing for office conversions to residential with minimum family unit requirements iv. implementing revised parking requirements such as reduced or eliminated parking spaces for new developments v. waiving public hearings on all affordable housing projects that conform to the official community plan vi. implementing inclusionary zoning (the requirement that a developer builds a certain percentage of their units at affordable (below market) prices or rents) in ways that foster development vii. implementing changes to decision making such as delegating development approval authority to municipal staff based on established thresholds and parameters.
  3. Committing to a housing supply growth target within the action plan that increases the average annual rate of growth by at least 10% and a growth rate of at least 1.1%.

b) Nursery Hill Drive Playground Request

Staff Recommendation:

THAT the request for a small playground on Nursery Hill Drive be denied due to spatial constraints and the fact that the playground improvements at Chilco Park are scheduled for 2025.

c) Growing Communities Fund Eligibility Criteria

THAT the report dated May 11, 2023 from the Director of Finance titled "Growing Communities Fund Eligibility Criteria" be received.
