1. CALL TO ORDER

Mayor Tobias called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

2. APPROVAL OF AGENDA

4. MAYOR’S REPORT

The Mayor reported on a recent treaty and reconciliation briefing, meetings with neighbouring mayors, a meeting with MLA M. Dean regarding noise from the TransCanada Highway, appointments to Capital Regional District Board committees, and the upcoming opening of the Victoria Scottish Community Centre as well as Council’s anticipated strategic planning discussions.

5. PETITIONS & DELEGATIONS

a) M. Booth, 310 View Royal Avenue, Re: Funding of Crossing Guard Services

Ms. Booth and her son, Oscar, spoke to Council regarding crossing guard services and discussed safety issues and funding. She requested that Council reconsider funding school crossing guards.

6. PUBLIC PARTICIPATION PERIOD

a) T. Longbottom and daughter, Emma, 245 Helmcken Road, spoke to Council regarding the importance of crossing guard services. She noted that, due to School District 61 budget cuts, the municipality needs to fill the gaps and fund crossing guard services.

b) C. Hiles, 4 Stoneridge Drive, spoke to Council regarding the importance of crossing guard services and stated his support for the Town funding this service. He also thanked Council for signage on Watkiss Way.

c) F. Simik, 10 Pearce Place, spoke to Council regarding the importance of funding crossing guard services and requested the Town consider funding this service.

d) L. Jeaurond, 254 Ardenlea Place, spoke to Council regarding the importance of funding crossing guard services and options available for future funding.

7. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Crossing Guard Services Funding

Council recognized the value of the crossing guard service and discussed forwarding consideration of crossing guard services funding to the Town’s budget discussions; entering into a memorandum of understanding with School District No. 61; concern with the Town funding union positions in perpetuity; need for discussion when all members of Council are present; potential for an Association of Vancouver Island and Coastal Communities (AVICC) resolution regarding crossing guard funding; a potential staff report outlining impacts, including liability and responsibilities; opportunities for alternative, collaborative funding models; and the need for staff to negotiate the memorandum of understanding with the Greater Victoria School District No. 61.

C-01-23 THAT the Town enter into a memorandum of understanding with the Greater Victoria School District No. 61 for the ongoing provision of crossing guards at View Royal Elementary School and Eagle View Elementary School;

AND THAT the Greater Victoria School District No. 61 be responsible for the administration of crossing guard services with the Town to provide funding not to exceed $41,000 for the 2023/2024 school year;

AND FURTHER THAT the operations and funding for crossing guard services be negotiated in the memorandum of understanding. CARRIED Councillors MacKenzie and Mattson opposed

d) Policing Facilities Expansion Project

The Chief Administrative Officer gave an overview of the report to Council.

Council and the Chief Administrative Officer discussed the need for further public engagement, grant and other funding opportunities, costs, cost sharing with neighbouring municipalities, assessment increases, population growth, and building space options.

C-06-23 THAT the Town of View Royal approve a budget of $186,720 funding from the Town’s Police Capitalization Reserve which represents the Town of View Royal’s proportionate share (15.56%) of the total budget of $1,200,000 required to further define the project requirements and goals, to arrive at a point where a decision on whether the Policing Facilities Expansion Project should proceed can be made. Councillor Rogers requested that the topic of Council member attendance at conferences be placed on the February 7, 2023 Council agenda. He also presented for Council’s consideration an AVICC resolution regarding the use of webcasting for AVICC and Union of BC Municipalities’ conventions.

C-16-23 THAT the Town of View Royal submit the following resolution to the Association of Vancouver Island and Coastal Communities for consideration at their 2023 Annual General Meeting and Convention:

“ENABLE ELECTRONIC ATTENDANCE AT CONVENTIONS TOWN OF VIEW ROYAL

WHEREAS attendance is critical for participation yet it is increasingly difficult for municipalities and regional districts to meet the in-person requirements at the Association of Vancouver Island and Coastal Communities (AVICC) and Union of British Columbia Municipalities’ (UBCM) conventions due to funding, time, and/or accessibility limitations;

AND WHEREAS electronic participation is now commonplace for AVICC, UBCM, and council/regional district meetings, yet electronic participation at AVICC and UBCM conventions is not available but would facilitate remote communities, persons with accessibility issues, and support the collective credibility of attendance, particularly during resolutions debate:

THEREFORE BE IT RESOLVED that the Association of Vancouver Island and Coastal Communities and the Union of British Columbia Municipalities amend the convention attendance requirements to enable both in-person and electronic access. CARRIED
