9. NEW BUSINESS

a) Town Endorsement of the Fossil Fuel Non-Proliferation Treaty

The Committee discussed the Fossil Fuel Non-Proliferation Treaty campaign (https://campaign.fossilfueltreaty.org/), an international climate policy proposal started in 2019, that they have now read more about since the November 22, 2022 Committee meeting. The Committee supports the campaign’s three pillar initiative – non-proliferation, fair phase-out, and just transition – and believes Council should endorse it as the campaign seeks to achieve the phasing out of fossil fuels and a peaceful, global transition to renewable energy.

PREAC-01-23 THAT the Committee recommend to Council that the Town of View Royal endorse the “Fossil Fuel Non-Proliferation Treaty initiative.” CARRIED

b) Recommend Update to View Royal Parks and Trails Map to Include New Facilities

The Committee discussed updating the View Royal Parks and Trails map to include new municipal trails and facilities that are not currently listed. The Director of Engineering noted that the Active Transportation Network Plan may provide connectivity and highlight trails as important amenities.

PREAC-02-23 THAT the Committee recommend to Council that staff update the View Royal Parks and Trails map to include new public trails and facilities. CARRIED

c) Information Updates

1. Hospital Trail from Erskine Lane The Director of Engineering provided an update on the potential to open the Capital Regional District’s watermain land that traverses 9 Erskine Lane and private property (2 Hospital Way) for a public use trail.

2. Brydon Road Access from Nursery Hill Park The Director of Engineering advised the Committee that the proposed trail from Brydon Road to Nursery Hill Park was in the 2022-2026 Financial Plan for completion in 2024 (C-091) and will be discussed again during the upcoming 2023-2027 Financial Plan budget deliberations.

3. Climate Action Strategy Upgrade Section 3.1.1 – Require that New Buildings Meet Step Code 5 (unless they commit to no fossil fuel installation in the building) The Committee discussed the Climate Action Strategy and the possibility of the Town moving to Step Code 5 more quickly than planned. The Committee requested an update from the Director of Development Services regarding the Step Code at the next Parks, Recreation & Environment Advisory Committee meeting.

d) Committee Walkabout to View Trails in the Community The Committee discussed the Chair scheduling a walkabout in February for PREAC members to note public trails that may not already be included in the Town’s Parks and Trails map.
