Staff Recommendation: THAT the Streets Bylaw No. 980, 2019, Amendment No. 1159, 2025 be given first, second and third reading;
AND THAT upon adoption of Amendment No. 1159, 2025, that the administration of the existing Traffic Calming Policy 5200-016 be deferred until an update to the policy is approved by Council.

b) Official Community Plan Amendment Bylaw No. 1156, 2025

Staff Recommendation: THAT Council rescind second reading of Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025;
AND THAT Council give a new second reading to Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025 as amended;
AND FURTHER THAT following second reading, a public hearing be scheduled for December 2, 2025.
- Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025 (Pg.83 - 90) A Bylaw To Amend Official Community Plan No. 811, 2011 To Introduce New Land Use Designations For The Small-Scale, Multi-Unit Housing (Ssmuh) And Hospital Transit-Oriented Area, And New Housing Policies To Align The Official Community Plan With The Town’s 5 And 20-Year Housing Need In Accordance With The Province Of Bc’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 And Bill 47 – Housing Statutes (Transit Oriented Areas) Amendment Act, 2023 (rescind second reading, amend at second reading, give new second reading as amended)
c) Amendments to Zoning Bylaw and Development Procedures Bylaw – Landscape Security and Application Procedures
- Report dated November 10, 2025 from the Director of Development Services (Pg.91 - 111)
Staff Recommendation: THAT Council delete section 6.8 in Zoning Bylaw No. 900, 2014, which states the following: “Prior to issuance of a Development Permit, the Permittee shall deposit with the Town a bond in the amount specified within Fees and Charges Bylaw No. 958 of the estimated cost of landscaping and screening installation to ensure that all such works are completed in accordance with the approved Permit. The Permittee shall maintain all landscaping and screening works in a manner satisfactory to the Approving Officer for a minimum period of three years. As security to guarantee the said maintenance, an amount as specified within Fees and Charges Bylaw No. 958 of the installation bond referred to here.”
AND THAT Council amend Development Procedures Bylaw No. 730, 2009 as follows: i. Add a new section titled “Landscape Security” and include the following requirements: a) A landscape security shall be deposited with the Town in the amount specified within Fees and Charges Bylaw No. 958 based on an acceptable cost estimate for on-site landscaping and screening installation that is satisfactory to the Director of Development Services as a condition of a land use permit. b) The landscape security may be reduced proportionately as the areas of the site are completed and accepted by the Director of Development Services. c) Upon completion of the landscape construction, planting and screening, the Town may withhold ten percent (10%) of the landscape security for one year to ensure plantings become established and remain healthy. d) If landscape construction, planting and screening is not completed within one year following issuance of the occupancy permit, or an unsafe condition or damage to the natural environment has resulted because of the violation of the permit, the Town may draw upon the security for the purposes of entering upon the subject property and completing the landscape construction, planting and screening, or undertake works to correct the unsafe condition or correct the damage to the natural environment.
ii. Add a new section titled “Cancellation of Application” and include the following provisions: a) If an application has been accepted by the Director of Development Services for processing and further information from the applicant is requested after review by the Director of Development Services, or Council, the applicant is required to provide the requested information within six (6) months. If the applicant does not provide the requested information within six (6) months of the request, the Town will provide final written notification to the applicant and if the requested information is not provided within three (3) months of the final written notification, the application will be closed. b) If an application is declined by Council resolution, the application will be closed.
iii. Amend section 7. Reapplication by adding the following provisions: a) An applicant wishing to reopen a closed application, in accordance with 2(ii)(a) above, must submit a new application and pay the applicable fee prescribed in Fees and Charges Bylaw No. 958, but the one year waiting period for reapplications under section 7 does not apply. b) An applicant wishing to reopen a closed application must submit a new application in accordance with the timeline in sections 7.1 and 7.2 and pay the application fee prescribed in Fees and Charges Bylaw No. 958.
AND FURTHER THAT Council give first, second and third reading to Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1161, 2025 and Development Procedures Bylaw No. 730, 2009, Amendment Bylaw No. 1162, 2025.

Staff Recommendation: THAT Council, after giving notice and allowing public comment at a meeting of Council, consider the following motion: “THAT Council authorize the issuance of Temporary Use Permit No. TUP 2025-01 for 1 Bate Road, in accordance with the plans submitted to the Development Services Department dated October 26, 2025, to allow for two detached dwelling units on the property, subject to the following conditions:
- The applicant give an undertaking that the existing dwelling unit will be decommissioned or demolished when the Temporary Use Permit lapses and restore the land, in accordance with Town Bylaws, to the satisfaction of the Director of Development Services.
- The Temporary Use Permit lapsing two years from the date of this resolution."

Development Variance Permit 2025-04 - 1701 Island Highway THAT the Committee recommend that Council, after giving notice, consider the following motion: THAT Council authorize the issuance of Development Variance Permit (DVP) 2025-04 for 1701 Island Highway in accordance with plans submitted to the Development Services Department on October 22, 2025, subject to the development meeting all the Town’s Sign Bylaw regulations, except for the following variance:
- increase the maximum sign area from 4m² to 7.40m². (COW-38-25)
2. Development Permit with Variances Application No. 2025-06 – 2818 Shoreline Drive THAT the Committee recommend that Council, after giving notice, consider the following motion: THAT Council authorize the issuance of Development Permit with Variances Application No. 2025-06 for 2818 Shoreline Drive in accordance with plans submitted to the Development Services Department on July 14, 2025, subject to the development meeting the regulations of Zoning Bylaw No. 900, 2014, except for the following variances:
- Increase to the maximum height of a detached residential building from 7.5m to 8.0m.
- Reduce the minimum front lot line setback for a principal building from 7.5m to 6.4m.
- Reduce the minimum setback for an accessory structure from the rear lot line from 1.2m to 0.0m to permit an elevated wooden walkway.
- Reduce the minimum setback for an accessory structure from the natural boundary of the sea from 15.0m to 0.0m to permit an elevated wooden walkway.
AND THAT Development Permit with Variances Application No.2025-06 for 2818 Shoreline Drive include the following as conditions of the development permit:
- Works are to be conducted in accordance with the recommendations of the following reports: a. “Natural Watercourse and Shoreline Development Permit Area Review for 2818 Shoreline Drive, Victoria, BC, Town of View Royal” prepared by Swell Environmental Consulting and dated July 10, 2025. b. “Tree Assessment and Development Report” prepared by Scotty Tree & Arborist and dated July 10, 2025. c. “Flood Construction Level Assessment” prepared by Ryzuk Geotechnical and dated September 22, 2023.2. A landscape security deposit of $43,000.00 for landscaping and protection of the natural environment shall be provided prior to the issuance of a building permit.

Initiating the 2026 Financial Planning Process a) THAT the Committee recommend that Council request staff to bring back a report regarding the percentage of tax increase that has been downloaded to View Royal from the Province. 4. CRD Arts Service Funding Tier Change a) THAT the Committee recommend to Council that the Town of View Royal reduce its participation in the Capital Regional District Arts and Culture Support Service from Tier 1 to Tier 2. (COW-42-25) b) THAT the Committee recommend to Council that the Mayor or View Royal CRD representative work to include the Arts and Culture Support Service into the regional arts service. (COW-43-25)

a) Motions:
Remove Shared and Bi-Directional Bike Lanes - Councillor Rogers (Pg.166) From the November 4, 2025 meeting: THAT all recommendations for the creation of shared paths (cycling, pedestrians, etc.) and bi-directional bike/cycling lanes be removed and revised from the received Active Transportation Network Plan and any and all capital projects (2025 and onwards).
Medical Services Proposal - 346 Island Highway - Councillor Rogers (Pg.167 - 176) From the November 4, 2025 meeting: THAT staff prepare a high level report assessing the three proposed own/lease options for a Medical clinic and services presented in the October 14, 2025 petition by Mr. D. Foord (as well as variations); AND THAT staff verify that a “left in/left out” traffic access would be permitted for this proposed commercial/professional development separate from a traffic light at Prince Robert Drive.
b) Notices of Motion:
Amendment to Animal Control Bylaw - Councillor Brown (Pg.177 - 180) Proposed Motion: THAT an aggressive dog designation be added to the Animal Control Bylaw No. 614, 2005.
Allow Short Term Rentals From June 1, 2026 to July 31, 2026 - Councillor Brown (Pg.181 - 184) Proposed Motion: THAT short term rentals be allowed in View Royal from June 1, 2026 to July 31, 2026.
Report and Public Engagement – Spending for Proposed RCMP Building – Councillor Lemon (Pg.185) Proposed Motion: THAT staff prepare a report outlining the total cost to the Town of View Royal associated with the Capital Regional District borrowing for the West Shore RCMP building expansion project, including funding implications to View Royal residents; AND THAT a Town Hall meeting be held to provide information and answer questions from the community.
15. CLOSED MEETING RESOLUTION
THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(e) - land and (g) - potential litigation.
