HELD ON TUESDAY, NOVEMBER 4, 2025 VIEW ROYAL MUNICIPAL OFFICE - COUNCIL CHAMBERS

1. CALL TO ORDER
Mayor Tobias called the Public Hearing to order at 6:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

3. PUBLIC HEARING
a) Statement of Public Hearing Procedure Mayor Tobias made a brief statement regarding the procedures for public hearings.
b) Statement of Publication of Public Hearing The Director of Development Services advised that the notice that advertised this Public Hearing was posted on the notice board at Town Hall on October 28, 2025, the Town’s website on October 28, 2025, and on the Town’s social media sites on October 30, 2025.
4. REPORTS
4.1 STAFF REPORTS
a) Official Community Plan Amendment Bylaw No. 1156, 2025
- Report dated October 20, 2025 from the Senior Planner
The Director of Development Services gave a presentation to Council noting the proposed amendments to the Official Community Plan (OCP) will ensure alignment with the Town’s 5- and 20-year housing need calculated in the Town’s 2024 Interim Housing Needs Report.
Council and staff discussed the Hospital Transit-Oriented Area (Tier 2) and parking requirements.
5. BYLAWS FOR CONSIDERATION
a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025 A Bylaw to Amend Official Community Plan No. 811, 2011 to Introduce New Land Use Designations for the Small-Scale, Multi-Unit Housing (SSMUH) and Hospital Transit-Oriented Area, and New Housing Policies to Align the Official Community Plan with the 5 and 20-Year Housing Need in accordance with the Province of BC’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit-Oriented Areas) Amendment Act, 2023

Comments from the Public a) J. Estrin, Lund Road, expressed concerns about the proposed changes to the land use designation for Lund Road and surrounding Chilco neighbourhood. b) D. Wilson, View Royal Avenue, stated that the proposed Official Community Plan (OCP) amendment misaligns with the existing Zoning Bylaw, risking noncompliance with legislation, and therefore should not be approved. c) L. Jeaurond, Ardenlea Place, remarked that the proposed OCP amendment map contains discrepancies with the actual 2024 SSMUH zoning, failing to align with the Zoning Bylaw, and should be corrected. d) Resident, Cahilty Lane, urged Council to review and correct the maps before proceeding with the amendment.
