4. BYLAWS

a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 1156, 2025

A Bylaw to Amend Official Community Plan No. 811, 2011 to Introduce New Land Use Designations for the Small-Scale, Multi-Unit Housing (SSMUH) and Hospital Transit-Oriented Area, and New Housing Policies to Align the Official Community Plan with the 5 and 20-Year Housing Need in accordance with the Province of BC’s Bill 44 – Housing Statutes (Residential Development) Amendment Act, 2023 and Bill 47 – Housing Statutes (Transit Oriented Areas) Amendment Act, 2023

Staff discussed the difference between an Official Community Plan and a Zoning Bylaw, provided clarification on the intent to create a new Small Scale, Multi-Unit Housing land designation that applies to all properties with the current Residential or Large Lot Residential Official Community Plan land use designations, including properties with or without small scale, multi-unit housing zoning. Staff confirmed that these changes would not result in inconsistencies between the Official Community Plan and current zoning given the description of the proposed Small-Scale, Multi-Unit Housing land use designation. Staff further explained that the Official Community Plan is high-level land use policy direction and regulations on how properties can be developed from a use, density, height, siting, etc., is regulated through zoning.

C-168-25 THAT Official Community Plan Bylaw No. 811, Amendment Bylaw No. 1156, 2025 be referred back to staff to address concerns with respect to certain parcels being added to the new Small-Scale, Multi-Unit Housing Land Use Designation that are not currently zoned for small-scale, multi-unit housing in the Zoning Bylaw;

AND THAT for parcels where small-scale, multi-unit housing is not permitted in accordance with the Zoning Bylaw, the current land use designations remain as Residential or Large Lot Residential in the Official Community Plan. CARRIED Councillor MacKenzie opposed

b) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1160, 2025 to Amend the CD-26 Zone for 258 Helmcken Road

Council and staff discussed the desire to secure a medical clinic on the ground floor in addition to a designated café space, number of commercial retail units that could be accommodated on the ground floor, and the intent for a grocery store at the time of rezoning.

5. MAYOR’S REPORT

The Mayor discussed Bill M216 – 2025, the Professional Reliance Act, which proposes to allow certified professionals to override Council decisions in order to streamline housing approvals. The Mayor encouraged the public to review Bill M216 and share their views with their Member of the Legislative Assembly.

Variance to Section 6.2.b) to increase the maximum number of freestanding signs within the Attached Residential Sign District from 0 to 3 in association with the apartment residential use of the property; ii. Variance to Section 6.2 to increase the maximum sign area from 0.3m² to 1.7m² for Sign 3 within the Attached Residential Sign District; iii. Variance to Section 6.7.a) to permit unilluminated wall signs within the Attached Residential Sign District with a maximum area of 0.21 m² in association with the apartment residential use of the property for Sign 4C; and iv. Increase the height of Building C retaining wall from 1.2m to 4.0m. ii. Increase the height of Building D retaining wall from 1.2m to 2.1m. iii. Decrease the minimum horizontal separation ratio for reinforced retaining walls from 1:1 to 2:0.70 ratio for Building C retaining wall. iv.
