PURPOSE:

To summarize information regarding Rezoning Application No. 2023-04 for the properties located at 294 and 296 Eltham Road and 242 Helmcken Road that was previously presented at the December 12, 2023, Committee of the Whole meeting (Attachment 1) and the February 6, 2024, Council meeting (Attachment 2).

BACKGROUND:

Rezoning Application 2022-05 to rezone 296 Eltham Road and 242 Helmcken Road for 20 townhouse units was declined at Committee of the Whole on July 12, 2022. A key reason for the decline was that the proposal was to develop two parcels, leaving 294 Eltham Road as an ‘orphan’ lot that would be difficult to develop in the future. The applicant has since purchased the third parcel at 294 Eltham Road to create a more comprehensive, integrated development site.

The proposal is to rezone the subject properties from C-1: Local Commercial to the new CD-29: Comprehensive Development (Eltham Road Townhouse) zone to permit townhouse use. The rezoning application addresses zoning issues of land use, density, and standards for lot coverage, percentage of impervious surface, the height and siting of buildings in general. It should be noted that considerations of form and character and on-site landscaping would be formally addressed at development permit, if the rezoning is approved.

DISCUSSION:

The proposed development concept is for 20 townhouse units in five, three-storey buildings with ground floor parking, which is the same number of units as first proposed. Further details on tree retention, frontage improvements, site servicing, and site servicing can be found in Attachment 2. The applicant has registered a s.219 covenant on title to secure community amenity contributions ($4000 per unit) and road dedication.

ALIGNMENT:

The proposed redevelopment concept for a residential (townhouse) use with a Floor Space Ratio of 0.96:1 complies with the OCP Mixed Residential land use designation, which supports the following:

  • detached homes on small lots;
  • townhouses - up to three storeys and a maximum Floor Space Ratio of 1.25:1; or
  • low-rise apartments - up to four storeys and a maximum Floor Space Ratio of 1.5:1.

The proposal further advances several OCP policies, including the following:

HS1.1 • Support a range of housing (including townhouses) that meet the housing needs of current and future residents
• Special consideration will be given to the provision of ground-oriented units in order to accommodate continued demand for family housing
LU4.2 • Encourage higher density and mixed-use development at neighbourhood centres and along major transit corridors to promote walkability, cycling and transit use
LU4.5 • Encourage street oriented buildings
