PERMISSIVE TAX EXEMPTION APPLICATION

Introduction
The View Royal Community Association is a non-profit organisation registered with the province of British Columbia. The View Royal Community Association currently owns and operates the View Royal Hall, with a vision that we will provide a venue that supports an inclusive community for all View Royal residents, and that the hall is a venue for people to gather to strengthen their sense of community.
The View Royal Hall is rented out for private and public events, and the View Royal Community Association hosts public events. The downstairs of the hall is rented to a pre-school which is an important community asset and serves youth in the community.
The View Royal Hall has been a fixture of the town for more than half a century. Residents of View Royal built the View Royal Community Hall in 1943 to provide the community with a social and emergency centre.
The View Royal Community Association is governed by a volunteer board of directors. Cumulatively, the board of directors volunteers an average of 60 hours of month, which includes:
- Monthly board meetings
- Hosting public events
- Treasure duties
- Secretary duties
- Building and ground maintenance
In 2014, the Town of View Royal passed a bylaw to provide tax exemption for community halls (Bylaw No. 904) for the years 2015 to 2024. We submit this application in the hopes that this tax exemption status will be extended to future years.
Description of Programs and Services and Third Party Use
The View Royal Community Association has been working hard since after the pandemic to bring back community events and services to the town. Today, the View Royal Hall is used by:
- Daycares, After School Care, and Summer Camps
- Sparks (Girl Guides of Canada)
- N/A group
- Fitness classes
- Youth theatre classes
- Parties (birthday, showers)
- Small businesses
- Flea markets
- Art exhibits
- Local clubs & non-profits
Income generated through the rental of the facility is used to maintain and upgrade the ageing building, and to subsidise programs through low rental rates for programs deemed to be in the interest of the community.
Statement of Grant in Aid in 2023
In 2023, the View Royal Community Association was a recipient of a Grant in Aid that was used for the following upgrades to the hall, to advance our vision and mission:
- Acoustic Panels for Sound Dampening
- A Sound System for Events
These upgrades allow all residents of View Royal to enjoy the space and the programming offered and enhance the atmosphere of the hall for all visitors. Before these upgrades, reverberations and poor acoustics made it difficult to hear during events and programming.
