Staff Recommendation: THAT the report dated April 12, 2023 from the Director of Development Services titled "BC Energy Step Code and Zero Carbon Step Code" be received for information.
b) Active Transportation Network Plan Follow-up 1. Report dated April 14, 2023 from the Director of Engineering and Parks (Pg.31 - 50)
Staff Recommendation: THAT the report dated April 14, 2023 from the Director of Engineering and Parks titled "Active Transportation Network Plan Follow-up" be received for information.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS a) From the April 11, 2023 Committee of the Whole meeting: 1. View Royal Reading Centre - 2023 Grant in Aid Request THAT the Committee recommend to Council that a 2023 Grant in Aid of $30,000 be approved in accordance with Policy No. 1600-012 for the View Royal Reading Centre. (COW-27-23)
Spring and Fall Community Building Events - Councillor MacKenzie THAT the Committee recommend to Council that both a spring flower garden contest and a fall Hallowe'en decorating contest be organized by Council members. (COW-28-23)
2023-2027 Financial Plan Approval THAT the Committee recommend to Council that the Proposed 2023-2027 Financial Plan be amended by adding $40,000 to the building inspection budget in Protective Services, to be funded by Casino revenue. (COW-29-23) - - - - - - - - - - - - - THAT the Committee recommend to Council that the proposed 2023-2027 Financial Plan be amended by adding the $4,665,000 provincial grant revenue (the "Growing Communities Fund"); AND THAT these funds be transferred to the reserve being established to receive this grant. (COW-30-23) - - - - - - - - - - - - - THAT the Committee recommend to Council that funding for the Policing municipal employee (N-053) be increased to fund a start date of April 1, 2024 instead of mid-year 2024. 2023 Tax Rate Options THAT the Committee recommend to Council that the 2023 municipal tax ratios be as set out in Scenario A (unchanged from the 2022 tax ratios); AND THAT a bylaw be prepared to implement the tax rates accordingly. (COW-32-23)
Amendment to CD-1 Zone - Comprehensive Development THAT the Committee recommend to Council that: 1. Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1117, 2023 be prepared for readings consideration; and 2. the Public Hearing waived in accordance with the Local Government Act, Section 464(2), as the proposed Zoning Bylaw amendment is consistent with the Official Community Plan. View Royal's Response to Zero Carbon Step Code THAT the Committee recommend to Council that the Town mandate the BC Energy Low Carbon Step Code by the end of 2023 and the BC Energy Zero Carbon Step Code by the end of 2024. (PREAC-03-23)
Tree Canopy Protection THAT the Committee recommend to Council that staff be asked to provide recommendations on how to further strengthen Tree Protection Bylaw No. 1069 to protect and grow the tree canopy, conserve natural habitat, and incorporate local best practices as is done in the District of Central Saanich’s tree protection bylaw. THAT the Committee recommend to Council that staff prepare a report to update Zoning Bylaw No. 900, 2014 to ensure the tree canopy is enhanced. (PREAC-05-23)
Traffic Speeds THAT the Committee recommend to Council that a 30 kilometre per hour speed limit be applied to all View Royal neighbourhood roads. (PREAC-06-23)
Little Road Property THAT the Committee recommend to Council that mowing and haying procedures cease at the Little Road Park property until the month of June to protect natural habitat and pollinators. (PREAC-07-23)
