8.1 STAFF REPORTS

a) Town Hall Condensing Unit Replacement

  1. Report dated June 12, 2023 from the Director of Engineering and Parks (Pg.29 - 36)

Staff Recommendation: THAT the replacement of five (5) condensing units be pre-approved for up to $110,000 plus GST and be awarded to Island Temperature Controls in accordance to Purchasing Policy 1600-021, to be funded by Casino Revenue; AND THAT the 2023-2027 Financial Plan be amended to accommodate this project.

b) Financial Planning Process and Calendar

Staff Recommendation: THAT the proposed 2024-2028 Financial Planning Calendar be approved.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

a) From the June 13, 2023 Committee of the Whole meeting:

  1. School Liaison Programs - Councillor Brown THAT the Committee recommend to Council that a letter be sent to Supt. Preston, West Shore RCMP, with a copy to the Chair, Greater Victoria School District No. 61, stating that View Royal Council supports and encourages school liaison programs in View Royal schools, including, but not limited to, crime prevention, traffic, and personal safety programs. (COW-34-23)

  2. Commercial Activity in View Royal Parks - Councillor MacKenzie THAT the Committee recommend to Council that staff prepare a report on the implications of allowing some commercial activity, such as food trucks, markets, outdoor fitness/yoga/meditation classes, and musical performances to occur in a View Royal park identified at staff's discretion. (COW-35-23)

  3. Proposed Amendments to the Development Procedures Bylaw and Introduction of a New Public Notification Bylaw THAT the Committee recommend to Council that Development Procedures Bylaw No. 730, 2009 be updated to ensure that the public hearing procedures are consistent with the Local Government Act; AND THAT a new public notification bylaw be drafted that includes the following notification requirements:

  • direct notice mailout;
  • posting the notice in the public notice posting place; and
  • uploading information to the Town’s website and social media; AND FURTHER THAT the delegation of minor variances be further explored and a follow-up report provided to Council. (COW-36-23)
  1. Complete Communities Grant Application THAT the Committee recommend to Council that an application for the Complete Communities Grant be supported for the Off-Street Parking Review as per the June 8, 2023 report from the Director of Development Services titled "Complete Communities Grant Application". (COW-37-23)
