8.1 STAFF REPORTS

a) 247 Glenairlie Drive - Property Maintenance Violation

  1. Report dated November 15, 2023 from the Bylaw Enforcement Officer Pg.31 - 53

Staff Recommendation: THAT Council authorize Town of View Royal (“Town”) staff to engage a contractor, at the expense of the owners of 247 Glenairlie Drive (the “Property”), to remediate the unsightliness of the Property and to the requirements within the Property Maintenance Bylaw No. 512, 2003 (“Property Maintenance Bylaw”);

AND THAT should the owners of the Property not pay costs incurred by the Town for remediation of the Property on or before December 31 in the year that the work is done, that the costs be added to and form part of the taxes payable on the Property as taxes in arrears pursuant to sections 5.6.2 and 5.6.3 of the Property Maintenance Bylaw and sections 17 and 258 of the Community Charter, SBC 2003, c. 26 (the “Community Charter”).

b) Yard and Garden Waste Contract

Staff Recommendation: THAT Council endorse the Township of Esquimalt's award for the operation of the transfer station and processing of the yard and garden waste stream to Ellice Recycling for a three-year period at a total contract cost of $1,019,556 (excluding GST), as detailed in the Township of Esquimalt's staff report EPW-23-019;

AND THAT the Town contribute $129,360, $135,835.20 and $142,627.20 to the contract for the years 2024, 2025 and 2026 respectively as part of the cost sharing agreement as detailed in the Township of Esquimalt's staff report EPW-23-019.

c) Coastal Adaptation Plan Phase 1 (Mapping)

Staff Recommendation: THAT the draft Terms of Reference for Non-Core Project N-089 "Coastal Adaptation Plan Phase 1 (Mapping)" be adopted;

AND THAT Notice of Intent to Award Non-Core Project N-089 "Coastal Adaptation Plan Phase 1 (Mapping)" be made naming Associated Engineering as the lead consultant in accordance with Purchasing Policy 1600-021 sections 10.8.1 and 10.8.14.

d) Council and Committee of the Whole 2024 Meeting Schedule
