DRAFT TERMS OF REFERENCE - COASTAL ADAPTATION PLAN – PHASE 1 MAPPING

1.0 BACKGROUND

The Town of View Royal is requesting the production of mapping to identify the potential extent of coastal flood inundation risks including sea level rise and tsunami events.

This project is supported through several Town plans and policies, including the following:

• 2019-2022 Strategic Plan – Environmental Stewardship Strategy Goal C4 supports community preparation for climate change impacts with respect to sea level rise, storm surge, forest fires, food security, and other extreme weather events. The information provided through this project is the foundational data necessary for Work Plan Item B - Develop a sea-level rise and storm surge mitigation and adaptation policy;
• 2022 Community Climate Action Strategy – exploring opportunities to improve carbon sequestration actions including preservation of natural assets;
• 2011 Official Community Plan Policy NE4.8 – Work with other public agencies to identify and plan for the long-term impacts of climate change. This includes developing adaptation strategies to manage impacts caused by sea-level rise, increased fire risk, altered seasonal temperatures and precipitation, air pollution and waterborne contaminants;

The Town has two distinct coastlines: Esquimalt Harbour, which has open exposure to the Salish Sea, and Portage Inlet which is connected by the Gorge Waterway to the mouth of the Inner Harbour 7.5km away.

Throughout this Request for Proposal, terminology is used as follows:

“Capital Regional District” and “capital region” means the geographic land area encompassing the Southern tip of Vancouver Island and the Southern Gulf Islands, which is 2,341.11 km2.

“CRD” means the Capital Regional District, the regional government for 13 municipalities and three electoral areas on southern Vancouver Island and the Gulf Islands and the local government of the 3 electoral areas.

“Contract” or “Agreement” means the agreement formed between the Town of View Royal and the contractor as resulting from this Request for Proposal, executed by the Town of View Royal and the Contractor and evidenced by the purchase order issued to the Contractor by the Town of View Royal.

“Contractor” or “Consultant” means the Successful Proponent to this Request for Proposal who is awarded and enters into a written Contract with the Town of View Royal to perform and to oversee the Work

“Desirable” or “Should” means a requirement having a significant degree of importance to the objectives of the Request for Proposal

“FCL” means Flood Construction Level.

“Local government” means the governmental body responsible for emergency management and planning in the 13 municipalities located in the capital regional district. Each of the 13 local governments has an emergency program coordinator who is responsible for planning around hazards such as tsunamis.

“Mandatory”, “Must”, “Required” or “Shall” means a requirement that must be met in substantially unaltered form in order for the proposal to receive consideration

“Proponent” means an individual or a company that submits, or intends to submit, a proposal in response to this Request for Proposal

“Proposal” or “Submission” means a proposal submitted by a Proponent in response to this Request For Proposal

“Project” means the scope of Work identified in this Request for Proposal

“Services” means the same as “Work”

“SLR” means sea level rise.

“Successful Proponent” means the same as “Consultant”

“Spatial Data” means digital data with spatial attributes compatible with standard Geographic Information Systems (GIS)

“Work” or “Works” means the provision of all labour, services, materials, equipment, and any other necessary items and actions for the Successful Proponent to complete and perform its obligations in accordance with the requirements and terms and conditions of the Contract.

2.0 OBJECTIVES

Specific objectives include the following:

The project will develop flood models and mapping for present day coastal flood hazard, future coastal flood hazard with SLR and inundation modelling from multiple tsunami sources with SLR results incorporated in scenarios. The project will result in:

1. Digital coastal flood maps for multiple likelihoods of storm residuals/tide for at least four SLR scenarios along the Town’s coastline.
2. Digital tsunami inundation maps depicting results from multiple scenarios (local mega-thrust, local crustal, landslides, far-field subduction) for the region’s entire coastline.
3. Refined modelling and mapping of the extent of sea level rise and tsunami risks

3.0 SCOPE

The consultant will be expected to perform the minimum tasks and provide the stated data and deliverables:

a. Undertake a site reconnaissance trip to TVR of View Royal. The purpose of the trip will be to document and classify the municipality’s coastline to inform subsequent analysis. b. Leverage the existing modelling framework developed for the 2021 CRD Project and extend the model domain closer to View Royal’s coastline per Figure 2-1. c. Subsequently run the updated model for a matrix of discrete simulation scenarios; including the effects of sea level rise. d. Define up to 20 transects along the shoreline of interest, at which locations the project team will perform an FCL assessment. e. Subsequently refine FCL mapping for TVR, based on the updated results.

4.0 DELIVERABLES

a. Provide higher-resolution (i.e., ‘zoomed-in) tsunami inundation mapping for TVR. b. Undertake a simplified risk assessment of the impact that a 0.5% AEP coastal storm and a tsunami event could have on TVR (similar to what was undertaken for the City of Colwood). c. Summarize the above technical tasks in a brief report.
