TEMPORARY SIGN PERMIT 2015/02 – HELMCKEN CENTENNIAL PARK
RECOMMENDATION
THAT Council approve Temporary Sign Permit 2015/02 for the seasonal posting of signs for third party advertising by View Royal Fastball in Helmcken Centennial Park for the following periods:
- April 1 to June 30, 2015
- September 1 to October 15, 2015
- During any tournament play between July 1 and August 30, 2015
AND THAT the Temporary Sign Permit 2015/02 be subject to the following conditions:
- All signs must be reviewed for content by the CAO before posting
- All signs must be posted on the existing chainlink fences or backstops
- All signs must be no more than 2 metres above the ground, measured to the top of the sign
- All signs must be of a durable material designed to withstand long-term outdoor use
- All signs must be affixed to the fences in a manner which does not alter or damage the fences or backstops

PURPOSE OF REPORT
To present Council with a Temporary Sign Permit to permit the posting of signs for the purpose of allowing third party advertising to be sold by View Royal fastball to support ball programs at Helmcken Centennial Park.
BACKGROUND
View Royal ball programs run between April 1 – June 30 (regular ball season), and from September 1 – October 15 (fastball).
ISSUES AND ANALYSIS
Under current regulation, staff believes the best tool for regulating signage in its parks is through a Temporary Sign Permit. This is the case with the View Royal ball program signs requested in Helmcken Centennial Park.
Generally the consideration for the signs is visibility of the program for the purpose of advertising.
There are three time periods for signs:
- Regular ball season from April 1 – June 30
- Fastball season from September 1 – October 15
- Tournaments
Staff recommends that signs be permitted between April 1 and June 30, for tournaments during July and August, and between the fastball season of September 1 to October 15, with the following conditions:
- All signs must be posted on the existing chainlink fences or backstops
- All signs must be no more than 2 metres above the ground, measured to the top of the sign
- All signs must be of a durable material designed to withstand long-term outdoor use
- All signs must be affixed to the fences in a manner which does not alter or damage the fences or backstops
A Temporary Sign Permit is approved by Council for a period of time specified by the terms of the permit. Temporary sign permits may be renewed by the Approving Officer, upon application for same by the applicant, for successive periods of up to six months duration after the expiration of the initial temporary sign permit approved by Council resolution.
ALTERNATE RECOMMENDATION
That the period from September 1 – October 15 is excluded from the permit.
