  1. CALL TO ORDER – Councillor Rogers called the meeting to order at 8:09 pm.

    a) Selection of Chair and Co-chair

    The Council Liaison welcomed new and re-appointed members. The Chair and Vice-Chair were selected for the Parks, Recreation, and Environment Advisory Committee.

  7. BUSINESS ARISING FROM PREVIOUS MINUTES

    a) Inventory of Rights of Way for Water Access

    The Committee discussed a number of the water accesses in View Royal in particular:

    • Polly Place access;
    • Parkcrest Drive access;
    • Crane Place access; and
    • Stillwater Road access.

    The garbage at the entrance to the Parkcrest Drive water access will be cleaned up by Town staff and a letter will be sent to area residents informing them of the Town’s Streets and Traffic Regulation Bylaw No. 609, “Littering/Defacing Municipal Property” and the fines associated with these infractions. The Committee also discussed updating the Town of View Royal’s Municipal Land Holdings Map.

    PREAC-06-15 THAT the Committee recommend to Council that staff be directed to mark the #49 Polly Place water access, off of Kingham Place, with signage and marking posts delineating the right-of-way. CARRIED

    8.1 STAFF REPORTS

    a) Mellor Park Playground Equipment

    The Committee discussed the 2015 Budget deliberations in regard to playground equipment at Mellor Park. It was noted by J. Rosenberg, Director of Engineering, that developer contributions will go towards a small playground facility in the park. The Parks, Recreation and Environment Advisory Committee will have a site visit in the near future and suggest design ideas for alternative playground equipment options, which will be discussed at the May Parks, Recreation and Environment Advisory Committee meeting.

    b) 2015 Parks Capital Projects

    The Director of Engineering and the Committee discussed the 2015 Parks Capital Projects. It was noted that the Portage Park playground will receive the finishing touches for landscaping, installation of garbage cans and other amenities. As well, View Royal Park will be receiving the fitness stations along the walking loop in 2015.
