a) Supply of Potable Water Post Disaster – Councillor Rogers

Recommendation: THAT staff develop/amend/implement a policy/process as well as incorporate in the 5 year capital budget, plans to ensure the Town has a reasonable supply of potable water for residents until regional water supply is adequately restored after a major disaster (e.g. forest fire, earthquake).

a) Environmental Development Permit No. 2014-16 – 291 Kerwood Street

1. Report dated April 14, 2015 from the Planner

Staff Recommendation: THAT Council approve Development Permit No. 2014/16 – 291 Kerwood Street as per the report dated April 14, 2015 from the Planner titled “Environmental Development Permit No. 2014/16 – 291 Kerwood Street”.

b) Parking on Hallowell Road

1. Report dated April 16, 2015 from the Director of Engineering

Staff Recommendation: THAT Council approves the removal of parking spaces on Hallowell Road from Admirals Road to the laneway west of Reliable Controls on both sides of Hallowell Road.

c) 30 Stoneridge Drive – Unsightly Property

1. Report dated April 21, 2015 from the Bylaw Officer

Staff Recommendation: THAT Council provide guidance on how to proceed with the unsightly premises at 30 Stoneridge Drive.

d) 551 Prince Robert Drive – Unsightly Property

1. Report dated April 21, 2015 from the Bylaw Officer

Staff Recommendation: THAT Council authorize the use of a Town hired contractor to remediate the property at 551 Prince Robert Drive which is in contravention of Bylaw No. 512 – Maintenance of Property.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

From the April 13, 2015 Special Budget Committee of the Whole meeting

• Grants-in-Aid
  1. THAT the Committee recommend to Council that the following 2015 Grants-in Aid be approved:

2. THAT the Committee recommend to Council that $1,000 be added to the Grant-in-Aid budget from Casino funds. (COW-11-15)

• LifeCycles Project Society – Welland Legacy Park

  1. THAT the Committee recommend to Council that $7,500 (Casino funds) be used for pruning of trees and fencing in Welland Legacy Park with the remainder to be used for LifeCycle Project Society’s capital requests for 2015 priorities within this Park. (COW-12-15)

• Addition to One Time Capital

  1. THAT the Committee recommend to Council that $5,000 (Casino funds) be allocated as a one-time expenditure in 2015 for the planting of specimen trees in View Royal Park. (COW-13-15)

• DCC Reserve Fund Outstanding Amount Owed

  1. THAT the Committee recommends that Council deems the amount outstanding from Development Cost Charge Reserve Fund Expenditure Bylaw No. 675, 2007 as being repaid in full by the interest earned on the DCC Reserve Fund (Parkland Acquisition) to December 31, 2014. (COW-14-15)

• Street Naming – Chilco Road at Atkins Road

  1. THAT the Committee recommend to Council that the section of Chilco Road between Atkins Road and the Esquimalt and Nanaimo (E&N) rail right-of-way be renamed Fagan Place. (COW-15-15)

• Storm Water Regulation Bylaw No. 902, 2015

  1. THAT the Committee recommend to Council that the Storm Water Regulation Bylaw No. 902, 2015 be forwarded to select parties for comment prior to receiving readings. (COW-16-15)

• Traffic Congestion on Hallowell Road

  1. THAT the Committee recommend to Council that staff report back to Council in regard to options to eliminate traffic congestion along Hallowell Road. (COW-17-15)
