1. CALL TO ORDER

The Chair called the meeting to order at 7:01 pm.

2. APPROVAL OF AGENDA

THAT the agenda be amended to add item 6 (a) and renumber items 6 (b - d);

AND THAT the agenda be approved as amended. CARRIED

3. MINUTES, RECEIPT & ADOPTION OF

a) Minutes of the Parks, Recreation and Environment Advisory Committee meeting held September 23, 2014

THAT the minutes of the Parks, Recreation and Environment Advisory Committee meeting held September 23, 2014 be adopted. CARRIED

4. CHAIR'S REPORT

The Chair read a letter from T. Stovel that thanked the Advisory Committee and gave well wishes to the group, as well thanked the Town staff for all their work.

5. PETITIONS & DELEGATIONS

a) Lifecycle's Welland Legacy Park Presentation

A Moran, Community Food Coordinator with LifeCycle's, gave a power point presentation regarding the Welland Legacy Park Orchard as follows:

amount of programming and number of volunteers;
workshops scheduled for the year;
funding opportunities;
rare and endangered trees;
nursery area and public picnic area;
fencing and signage;
new connection to the Galloping Goose trail;
possibility of future community gardens;
working towards 0% Tree Canopy Net Loss for Town of View Royal;
consideration in 2016 Budget for fencing on South West side of park.

6. BUSINESS ARISING FROM PREVIOUS MINUTES

a) View Royal Community Gardens Update The Committee discussed the recent meeting with the gardeners from the View Royal Park and gardeners from the expansion project in particular:

size and number of garden beds;
the election process in forming the Society;
grant funding;
Town will maintain consistency;
community picnic table for all to enjoy.

b) Ivy and Broom Pull The Committee discussed future Ivy and Scotch Broom pulls/cutting and training as well as possible developer contributions toward invasive plant removal.

PREAC-01-15 THAT the Committee recommend that Council facilitate an invasive plant workshop for volunteer residents to train them in the proper removal of invasive species. CARRIED

c) Capital Planning for Parks – Maintenance of Existing Park Fixtures The Committee discussed the replacement of park fixtures, specifically playground equipment and liability issues.

PREAC-02-15 THAT the Committee recommend that Council consider the continuation of funding and increase the budget for capital costs in the replacement of park fixtures. CARRIED

d) Rights of Way for Water Access The Committee discussed the Rights of Way for water access throughout View Royal. The Parks supervisor will supply an inventory list of accesses. The committee will choose three priority water accesses and design a work plan.

7. REPORTS

7.1 STAFF REPORTS

a) Portage Park Playground Update – verbal The Parks Supervisor noted that the playground in Portage Park is open and being enjoyed by residents and children. Wood chips, drainage and irrigation are finished. The temporary fence will be removed when landscaping and trees have been planted. There are no future plans for fencing around the playground.

b) Shoreline Trail Update – verbal Shoreline Trail has been approved. The Town will be responsible for maintenance and they hope to start in April followed by a grand opening when complete.

c) Mellor Park Update – verbal The trail in Mellor Park is complete. It runs through the park to a look-out spot of Millstream Creek. A sitting bench will be installed in the near future.
