The Chair called the meeting to order at 7:04 p.m.

6. BUSINESS ARISING FROM PREVIOUS MINUTES
a) Traffic Calming Guidelines Report Update
The Deputy Director of Engineering advised the Committee that the Traffic Calming Guidelines have been approved by Council, and that Staff is working on converting the Guidelines to policy. The Deputy Director also advised that even though the Guidelines

are in place, there was a recent issue in November/December where the Guidelines were provided to a resident and the resident bypassed the Guidelines by approaching Mayor and Council for approval directly.
b) Watkiss Way: Safety of Pedestrians and Cyclists Update
The Deputy Director of Engineering advised the Committee that all works for this project have been completed with the exception of asphalt, which is weather dependent and will likely be completed within the next few weeks. Councillor Mattson suggested the Committee do another walk-through the area before the 2015 budget has been finalized.
c) Advisory Committee Scope Update
The Committee discussed that there are no changes at this time.
d) Commuter Rail Update
D. Faulks advised that the rail may not start until next year and that the proposal is currently sitting with the provincial government for review. It was suggested that now is the time to identify stop locations within View Royal, such as in the Six Mile area.
E&N Rail – the View Royal portion is well under way with a March 2015 completion expected. Discussion followed regarding the route from Colwood interchange through to Island Hwy at Four Mile hill. The route connects to the Galloping Goose at the Colwood Interchange. The existing sidewalk between Adams Place and Colwood Interchange will be removed and widened into the multi-use trail.
The portion on Hallowell Road is currently going along the south side of Hallowell Rd and it may be done this year. Not sure what is happening at the corner of Admirals and Hallowell; staff originally told it was going to be a parking lot.

a) BC Transit Email to Mayor and Council
Councillor Mattson advised that he had received an email from BC Transit asking if the Town would want them to make a presentation. Councillor Mattson wondered if the Committee would be interested in a BC Transit presentation.

TAC-02-15 THAT the Committee recommends Councillor Mattson contact BC Transit to see what information BC Transit would like to share and if it would be appropriate for the Committee.
b) Rudyard Road – Stormont Road Traffic Issues
In spite of the no left turn sign cars continue to turn left from Helmcken Road onto Rudyard Road to bypass the traffic signal at Island Highway, which causes traffic volume issues on Rudyard Road and Stormont Road. It is also an issue for residents on Glenairlie Drive who feel the no left turn sign should not be applicable to local traffic.
The Deputy Director of Engineering advised that the Town will be hosting an Open House on March 26, 2015 for residents to provide their feedback on various remedy options which are to be provided by a Traffic Engineering Consultant.

c) Deputy Director of Engineering - Updates
Councillor Mattson asked the Deputy Director of Engineering to provide any project updates to the Committee.
- No projects until budget approval
- Burnett Road Design – happening in 2015, pending budget approval
- Admirals Intersection Safety – project not completed, carry forward to 2015 upon budget approval. North side flasher done, south side work pending land at Canadian Tire.
