1. CALL TO ORDER

Mayor Screech called the meeting to order at 7:00 p.m.

4. MAYOR'S REPORT

The Mayor commended staff on work done on the Portage Park playground, Mellor Park and Chilco Trails.

5. PETITIONS & DELEGATIONS

a) B. vanOort, Victoria Children's Choir, Re: Support for the Victoria Children's Choir 2015 Commemorative Bridging Generations Tour

Mr. vanOort described the Victoria Children's Choir mandate to Council. He noted that the Victoria Children's Choir is preparing to be part of the Bridging Generations Netherlands Tour from April 24 - May 7, 2015. The Choir is requesting funding in order to assist the delegates with costs associated with this tour.

C-01-15 THAT a grant-in-aid of $1000.00 funded from the 2014 budget be given to the Victoria Children's Choir to assist with funding for the 2015 Commemorative Bridging Generations Tour.

b) R. Shirkey, Our Horizon, Re: Requirement for Gasoline Retailers to Place Climate Change and Air Pollution Information Labels on Gas Pumps

R. Shirkey spoke to Council regarding a campaign to have gasoline retailers place climate change and air pollution information labels on gas pumps. He noted that the matter will be before the Union of BC Municipalities and the Federation of Canadian Municipalities at their respective 2015 conferences.

6. PUBLIC PARTICIPATION PERIOD

a) R. Plesnik, 221 Stormont Road, requested a resolution to the issue of through-traffic travelling along Stormont Road to Island Highway from Helmcken Road. He noted that the vehicles speed and drivers do not stop at the stop sign.

b) E. Bullen, 220 Stormont Road, stated that people speed on Stormont Road to get to Island Highway, which poses a safety risk. He requested that action be taken.

c) T. Miller, 300 Bessborough Avenue, stated that a fence has been built along the side of his property, negatively impacting his view and property value. He stated he would like to ensure this does not happen to anyone else.

7. BUSINESS ARISING FROM PREVIOUS MINUTES

a) Watkiss Way Park Access - 1900 Watkiss Way

Councillor Rogers inquired about "Watkiss Way Park" access being provided through 1900 Watkiss Way as that site is currently under development. He also asked about signage to advise the public of the access once that access is provided.

The Director of Development Services noted that the trail is currently under construction and she will confirm the signage.

8.1 STAFF REPORTS

a) Environmental Development Permit No. 2014/15 - 333A Stewart Avenue (Dock)

Report dated January 14, 2015 from the Planner i) Picture of Waterfront with Measurements - 333A Stewart Avenue ii) Tidal Range Chart

The Planner gave a summary of the report to Council.

Council and staff discussed the referral and approval process for dock applications.

The Director of Development Services noted that the application takes into consideration the minimization of environmental impact and that the Department of Fisheries will review and analyze the application. An environmental assessment has been provided by a professional biologist and the applicant has met developmental permit guidelines.

Council noted their discomfort with the size of the wooden deck; loss of beach; and potential environmental impact.

A Councillor noted that the dimensions of the proposed dock meet the Town's guidelines.

Comments from the Applicant Council and Mr. Trosch, Bruce Wilkin Design, discussed the size of the platform and location of the dock.
Comments from the Public a) T. Saladana, 333 Stewart Avenue, discussed the dimensions and placement of the dock as well as access to the shoreline.

C-06-15 THAT the Town of View Royal submit the following resolution to the Association of Vancouver Island and Coastal Communities (AVICC) regarding an amendment to the Local Government Act to prohibit a candidate from running in multiple jurisdictions:

"WHEREAS the simultaneous running for local government office by a candidate in multiple jurisdictions makes a mockery of the election process;

AND WHEREAS there is currently no mechanism in local government elections-related legislation to prohibit the simultaneous running for local government office by a candidate in multiple jurisdictions;

THEREFORE BE IT IT RESOLVED THAT the Province of British Columbia be requested to amend Part 3 of the Local Government Act to add a prohibition on the simultaneous running for local government office by a candidate in multiple jurisdictions."
