Mayor Screech called the Public Hearing to order at 7:13 pm

3. PUBLIC HEARING

a) Statement of Public Hearing Procedure Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on September 24, 2015. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, September 30, 2015, and Friday, October 2, 2015. A total of approximately 363 notices were mailed on September 24, 2015 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAW FOR CONSIDERATION

a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 932, 2015 A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Amending the CD-20: Comprehensive Development (Eagle Creek Village) Zone

1. Comments from Municipal Staff The Senior Planner provided a PowerPoint presentation to Council.

He noted that the purpose of Bylaw No. 932 is to incorporate additional uses into the CD-20 zone, including animal hospital; daycare large and small; garden centre; hospital with maximum of 4,300m² of floor space; and pharmacy.

2. Comments from Applicant P. Laughlin, Omicron, noted that the Eagle Creek Village development was originally designed to include a medical care facility but the requirement for overnight stays through the administration of anesthetics was not anticipated. He stated that in order to allow for overnight stays, the medical care facility would need to be designated as a hospital.

3. Comments from the Public a) J. Palliser, 15 Quincy Street, questioned the need for medical care facilities outside of a Vancouver Island Health Authority (VIHA) hospital. Council noted their understanding is that VIHA would be the appropriate body to respond to this question but Council understands that VIHA is outsourcing some procedures.

Ms. Palliser also questioned whether the other permitted uses in the proposed amending bylaw are suggested uses or included in the development already. The Senior Planner stated that a pharmacy and daycare will be included in the development; however, other proposed uses are not at this time. The Senior Planner also indicated that the proposed permitted uses are appropriate to a larger commercial centre, such as Eagle Creek Village, and that these uses were permitted in this zone prior to the adoption of the new Zoning Bylaw in the fall of 2014.
