3. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Screech made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on June 23, 2015. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, July 1, 2015, and Friday, July 3, 2015. A total of approximately 528 notices were mailed on June 23, 2015 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAW FOR CONSIDERATION

a) Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 928, 2015

A Bylaw to Amend the Town of View Royal Zoning Bylaw with Respect to Creating the CD-9D (Lakeside Village Mixed Commercial) Zone and with Respect to the Rezoning of 430 Six Mile Road

1. Comments from Municipal Staff The Planner provided a PowerPoint presentation to Council.

Council and staff discussed parking and access to the loading zone as well as the garbage and recycling area.

2. Comments from Applicant D. Coster, Project Manager, Lakeside Village, requested that Council consider a rezoning to allow a 130 m² family style restaurant in the neighbourhood. Mr. Coster discussed prevailing winds and the installation of a mechanical ventilation system; parking; and use of the existing stormwater system. Mr. Coster indicated that with respect to parking, he has received approval from the Ministry of Transportation for the use of a portion of the frontage on Six Mile Road for parking as indicated in the plans submitted to the Town today. As well, he stated that he has told the neighbouring property owner to the north that he would build Presley Place if they would allow him to have parking on Presley Place.

Council and staff discussed time limited parking and noise from the restaurant’s patio vis a vis the location of patio seating.

3. Comments from the Public E. Duggan, 2428 Chilco Road, discussed his concerns with the proposed parking on Six Mile Road as there is a considerable amount of pedestrian and cyclist traffic.
