PURPOSE OF REPORT:

To receive authorization to award the demolition contract for 280 Island Hwy to RG Excavating

DISCUSSION:

As a result of the decommissioning of the old fire station expressions of interest were let for the demolition of the existing structure as well as the environmental remediation of the building and property. As part of the 2015 budget approval process, Council authorized $150,000 to complete this project.

As part of the sale process, the Town is obligated to remediate the property to a clean and vacant state.

The Town received two expressions of interest for the work. The low bid for all work associated with the remediation was RG Excavating of Victoria, the other; from Jenkins Marine Ltd. at a cost of $189,800. The total cost, which includes Work Safe compliant hazardous materials remediation, demolition of the building and foundation and removal of surface asphalt to the property line from RG is $158,000.

As part of the $150,000 approval, a total of $9715.42 has been spent to date completing mandatory Phase 1 Environmental studies, Hazardous Materials Assessments and removal of interior components outside this contract. This leaves a budget shortfall of $17,715.42

Contained within the most recent Q3 PSB Finance report to the Committee of the Whole, I have included a budgeted amount of $39,000 for completion of east side landscaping at the new site. The budget shortfall could be offset within this account as part of the overall PSB funding.
