SANITARY SEWER RATES AND REGULATIONS BYLAW NO. 397, 2000, AMENDMENT BYLAW NO. 931, 2015
RECOMMENDATION:
THAT the Town of View Royal Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 931, 2015 be given first, second, and third readings.

PURPOSE OF REPORT:
To provide council with information on the changes contained within the Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 931, 2015, and the impact these changes will have on citizens of View Royal.
TIME CRITICAL:
The bylaw must receive final reading and adoption prior to mailing the 2015 sewer user fee invoices. If the first three readings are provided at the September 15, 2015 council meeting, adoption will be able to occur at the October 6, 2015 council meeting, with invoices mailed that week.
BACKGROUND DISCUSSION:
The 2015 budget was set at $788,630. Of this, 15% is collected via a flat fee per single family dwelling unit and the remaining 85% is collected based on the annual winter water consumption from October 2014 to April 2015.
The required 2015 change in annual sewer fee is as follows:

The total billable water consumption for the period of October 2014 to April 2015 is 441,115 m³. The total number of single family unit equivalents is 5,639.10 units.

THAT the Town of View Royal Sanitary Sewer Rates and Regulations Bylaw No. 397, 2000, Amendment Bylaw No. 931, 2015 be given first, second, and third readings.
