Staff Recommendation:
THAT Council approve Environmental Development Permit No. 2014/15 as per the plans attached to the report from the Planner dated January 14, 2015;
AND THAT Environmental Development Permit No. 2014/15 include the following variance:
- Variance to the 15m setback from the natural boundary of the sea specified in Zoning Bylaw No. 900, 2014 from 15 metres to 0 metres.
b) Temporary Sign Permit – 1900 Watkiss Way

Staff Recommendation:
THAT Council approve a temporary sign permit for two free-standing real estate advertising signs as presented in the January 15, 2015 report from the Planner.
c) Development Variance Permit No. 2014/04 – 2427 Chilco Road (Thetis Vale Phase 7)

Policy Manual Review
- THAT the Committee recommend to Council that Policy No. 5200-001 – Recycling be deleted; AND THAT, related to the removal of Policy No. 5200-001 from the Policy Manual, Section 2.9 from the "Advisory Committee Procedures" be deleted; AND FURTHER THAT Policy No. 2600-034 – Emergency Callout EOC Staff be approved. Business Continuity Plan
- THAT the Committee recommend to Council that the Business Continuity Plan be approved. (COW-73-14)

Association of Vancouver Island and Coastal Communities (AVICC) 2015 Annual General Meeting and Convention – Call for Resolutions – Councillor Rogers
- THAT the Committee recommend to Council that a resolution be sent to the Association of Vancouver Island Coastal Communities requesting an amendment to Provincial legislation regarding local government elections whereby candidates be limited to running in one jurisdiction only. (COW-74-14; see also COW-01-15 below)
Welland Legacy Park – Capital Funding Request
- THAT the Committee recommend to Council that up to $7,500.00 in matching funds be included in the 2015 Financial Plan Bylaw in response to the funding request by LifeCycles Project Society should this Society be successful in its "TD Green Streets" 2015 grant application. (COW-75-14)
Proposed New Community Garden
- THAT the Committee recommend to Council that the request for a community garden within the Game Road Nature Park be referred to the Parks, Recreation and Environment Advisory Committee. (COW-76-14)
Speeding on Highland Road – Councillor Mattson
- THAT the Committee recommend to Council that the addition of traffic calming measures along Highland Road be included in the 2015 budget deliberations; AND THAT the process for that initiative follow the steps outlined in the Town's Traffic Calming Policy. (COW-77-14)

AVICC Resolution, Re. Candidates to Run in One Jurisdiction Only
- THAT the Committee recommend to Council that the Town of View Royal submit the following resolution to the Association of Vancouver Island and Coastal Communities (AVICC) regarding an amendment to the Local Government Act to prohibit a candidate from running in multiple jurisdictions:
"WHEREAS the simultaneous running for local government office by a candidate in multiple jurisdictions makes a mockery of the election process;
AND WHEREAS there is currently no mechanism in local government elections-related legislation to prohibit the simultaneous running for local government office by a candidate in multiple jurisdictions;
THEREFORE BE IT RESOLVED THAT the Province of British Columbia be requested to amend Part 3 of the Local Government Act to add a prohibition on the simultaneous running for local government office by a candidate in multiple jurisdictions." (COW-01-15)
West Shore Parks and Recreation Society 2015 Budget
