Staff Recommendation: THAT Council approve Development Permit No. 2015/04 as per the plans attached to the report by the Planner dated June 10, 2015;

AND THAT Development Permit No. 2015/04 include the following variance:

  • A variance from the special setback from the natural boundary of the sea from 15m to 0m.

b) Development Permit No. 2015/06 – 290 Wilfert Road (COHO Phase 2)

Staff Recommendation: THAT Council approve Development Permit No. 2015/06 – 290 Wilfert Road (COHO Phase 2).

c) Traffic Calming – Highland Road

Staff Recommendation: THAT Council increase the budget for traffic calming on Highland Road to $12,500;

AND THAT Council authorize staff to send out a questionnaire to confirm that the residents are in agreement with the plan for traffic calming on Highland Road;

AND FURTHER THAT upon the majority of residents agreeing with the solution, staff be authorized to install two speed tables and two - three-way stop intersections on Highland Road.

8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

  • Request for Improvement to Water Access on Shoreline Drive Park and Portage Inlet Linear Connector Park
  1. THAT the Committee recommend to Council that staff report back on options to improve water access to Portage Inlet in the unopened public lane between 2771 Shoreline Drive and 2775 Shoreline Drive and in Portage Inlet Linear Connector Park. (COW-19-15)

  1. THAT the Committee recommend to Council that through the Parks Master Plan process that staff report back on options for prioritizing waterfront access locations and use. (COW-20-15)
