TRAFFIC CALMING HIGHLAND ROAD
RECOMMENDATION:
THAT Council increases the budget for traffic calming on Highland Road to $12,500;
And That Council authorize staff to send out a questionnaire to confirm that the residents are in agreement with the plan for traffic calming on Highland Road;
And That upon the majority of residents agreeing with the solution, staff be authorized to install two speed tables and two 3-way stop intersections on Highland Road.

I concur with the recommendation.
PURPOSE OF REPORT:
To address the safety concerns created with vehicles speeding on Highland Road.
BACKGROUND:
Staff and Council have received several concerns from residents on Highland Road about vehicles speeding especially in the summer months. The residents on Highland Road have asked for speed humps to be installed. As the area on Highland Road is in access of 800 metres staff feel that just installing 2 speed tables will not adequately alleviate the residents' concerns. Staff is therefore recommending that two 3-way stop intersections be installed as part of the traffic calming solution. Although it is recognized that the stop signs will likely not be adhered to it should slow down the vehicles as they are likely to at least slow down driving thru the intersection. To ensure that the new solution meets the needs of the residents staff recommends that the residents be sent a questionnaire to confirm that the recommended traffic calming solution is acceptable and will meet the needs of the residents. It is staffs' intent that after receiving a majority positive confirmation the speed tables will be installed. As the signs required for the work will take a few weeks to arrive the survey will not delay the installation of the speed tables and ancillary signage. It should be noted that the installation of the traffic calming measures will increase response times to the Upper View Royal area.
Financial Implications:
The budget allocated for this project is $10,000, with the additional signage required to complete the project a total of $12,500 is required. The additional funding can come from surplus.
ALTERNATIVES TO STAFF RECOMMENDATION:
That Council instructs staff to install the two speed tables at the budgeted cost of $10,000 as originally intended.
