Subject: Heavy Industrial Truck Traffic Proposal on Haliwell Road

Mr. Mayor and Council: It has come to my attention that this council is moving in the direction of permitting Ralmax and others to use Hallowell Road as the access corridor for their heavy vehicles to and from their operations located on First Nations land adjacent to our residence. I wish to lodge a protect against this decision. For the past number of months, the residents in the immediate vicinity of their operations and developments at Hallowell Road and Admirals Road have been forced to endure noise, dust and traffic congestion, as a direct result of Ralmax development of the property at Admirals Road and Hallowell Road..

Two years ago, we were presented with a proposal from the Esquimalt First Nation and the Town of View Royal, outlining the development of a retail complex for the corner of Hallowell and Admirals Roads, complete with through access to the Ralmax (Trios) Cement plant and future development of band lands, onto Admirals Road only. That proposal was acceptable and we were looking forward to the completion of the project. Hallowell Road was to remain a residential roadway.

We were completely taken back by the complete disregard for the community shown by Ralmax and the Esquimalt First Nation in requesting that The Town of View Royal grant access to Hallowell Road, which was granted, on the basis of their earlier proposal, and then to have the development changed to a landscape depot and a recycling depot, as they have done. Now, we are being informed that they will be using Hallowell Road, a secondary residential roadway, for the passage of many (40 to 60 plus transits per day) trucks daily, which may exceed the capacity of the road bed and that there will be no through access on their own lands to the Ralmax operations and the adjacent development lands. No consideration has been given to the future development of the adjoining Thetis Cove properties in this situation. Who will pay for the roadway being re-built in the future - the taxpayers of View Royal? I think not, as we never agreed to this usage of Hallowell Road.

Please permit us to pose one question to the council - How much do we have to endure before we can expect our civic leaders, this council and mayor, to consider our losses in time, investment and peace of mind? We have to live here too! Council will need to consider the future of this area. Right now, I do not believe that this council is protecting our homes from being compromised by the development of Hallowell Road into a heavy traffic corridor. As a View Royal property owner and tax payer, I am not pleased.
