4. MAYOR'S REPORT

Mayor Screech reported that he attended the View Royal Community Association's Annual General Meeting and also gave well wishes to long-time View Royal resident and volunteer, Charlotte Robson, who is moving to Alberta.

a) A. Rajalingam, Volunteer View Royal, Re: Work Completed in Mellor Park

Mr. Rajalingam gave a presentation regarding the October 17, 2015 invasive species removal work completed in Mellor Park and discussed sponsorships and upcoming projects for Volunteer View Royal.

8.1 STAFF REPORTS

a) Tree Removal Application – 212 Shadow Ridge Place

Report dated November 10, 2015 from the Parks Supervisor

The Director of Engineering gave an overview of the report.

The owner of 212 Shadow Ridge Place shared concerns about the lean of the tree and the potential for it to fall on the house and cause damage during a wind storm.

C-108-15 THAT the removal of one (1) tree at 212 Shadow Ridge Place be approved;

AND THAT as per the Town's Tree Protection Bylaw No. 695, that two (2) trees be replanted (2:1 ratio) for this one (1) tree to be removed with the requirement that the replacement trees be of a native species suitable for the area with a starting height of 1.8 to 3.0 metres. CARRIED

b) McKenzie Interchange Project

C-109-15 THAT the draft Terms of Reference dated October 30, 2015 from the Joint West Shore RCMP Services Committee be amended to include:

Terms of Reference for Joint West Shore RCMP Services Committee membership and attendance criteria

AND THAT the Joint West Shore RCMP Services Committee Terms of Reference be approved as amended. CARRIED

C-110-15 THAT the consultation plan in the report dated November 5, 2015 from the Director of Development Services titled "Parks Master Plan Consultation Strategy" be endorsed. CARRIED

C-111-15 THAT the Town of View Royal support in principle the proposed Regional Strategy and Model for Economic Development in South Vancouver Island (the Strategy) provided that a majority of municipalities in the Capital Region (7 out of 13 at minimum) also participate in the Strategy. CARRIED
