Proposed Site

The proposed site is located at 2101 Munn Road, View Royal, BC. The property is zoned Greenbelt 2 (GB2). The proposed site is located on the east side of Highland Road in a mature treed area approximately 250 metres south of Munn Road. North of the site is a BC Hydro transmission ROW. East, west and south are forested rural lands. The site is setback approximately 200 metres from the nearest residential property and approximately half a kilometre from many of the other rural homes in the area. Please see Appendix 1: Proposed Tower Location.

Consultation Process with the CRD

TELUS would like to initiate Industry Canada's (IC) default public consultation process (CPC-2-0-03) as set out by Industry Canada. In addition, TELUS wishes to submit a development permit application to facilitate the consultation process. The CPC default notification process will require TELUS to place a public notice in the local paper and notify all property owners within three times the tower height to solicit public comments. This process will be run concurrently with the Town of View Royal's development permit process.

During the 30 day IC notification comment period, TELUS is required to acknowledge recipient of any comments within 14 days of recipient. After the 30 day consultation period, TELUS will have 60 days to respond to any comments that are reasonable and relevant as outlined in the CPC. TELUS will share these comments with the Town of View Royal and would request any comments that the Town of View Royal receive, also be shared with TELUS.

Telecommunication Background Information

With a growing client base and their demand for a variety of wireless products servicing local residents, businesses and emergency services, TELUS continues to respond by upgrading its network to provide high quality, dependable service. In order to improve network performance, TELUS is seeking to add this radiocommunications facility to improve service in areas in northern View Royal. TELUS evaluated the best location for a new facility using the following criteria:

1. Technical requirements. TELUS engineering has identified that improved coverage is needed to provide infill coverage to View Royal. More specifically the areas of improved coverage include areas near Maltby Lake and Pike Lake, along Munn Road, Prospect Lake Road, Compton Road W, Bukin Dr W, Highland Rd, Thanet Rd, and the immediate surrounding areas.
2. Evaluation of existing structures to host new equipment. After careful examination, it has been determined there are no viable existing structures in the area that would be suitable for the operations of TELUS' network equipment. The BC Hydro transmission towers are approximately half the height required by TELUS to service the area and therefore are not adequate in height.
3. Co-location. TELUS would not object to accepting applications at any point in the future from other carriers to co-locate, if there were interest.
4. Community interests. The tower is well setback from view by the traveling public and any nearby residential properties. The tower will be approximately 200 metres of the nearest home and will be surrounded by a number of mature trees. The majority of residential homes are half a kilometer and beyond from the proposed tower location.
5. Availability of Land. TELUS has entered into a long term agreement with BC Hydro to install and operate the facility.
6. Land Use. TELUS has appropriately proposed to locate the tower adjacent to an existing BC Hydro transmission corridor with similar above ground infrastructure (utility towers).

Proposed Tower Design

In consideration of the above-mentioned criteria, TELUS is proposing to build a 60 metre self support tower and accessory radio equipment cabinets. The tower structure, design and colour are design elements for consideration. TELUS has completed preliminary design plans depicting the site plan, tower profile and the equipment layout (see Appendix 2: Site Plan and Compound Layout and Appendix 3: Tower Profile). Transport Canada approval may require the tower to be painted or lighted to address Transport Canada Regulations. In some situations, the tower may have to be both lighted and painted at the requested of Transport Canada.

Health and Safety Compliance

Industry Canada requires that all antenna installations comply with Health Canada's Safety Code 6 guidelines which limit the public's exposure to radiofrequency electromagnetic fields and ensure public safety. All of TELUS' antenna installations comply with Safety Code 6. Additional information on a consultation process developed by Industry Canada may be found on-line at:

Conclusion

As per Industry Canada's Default Public Consultation Process, please consider this information package and completed development permit application as the official commencement of the 120 day consultation process.
