Subject: Results of Industry Canada’s Default Public Consultation Process – TM Mobile Inc. (“TELUS”) Proposed Radiocommunications Facility

Standard Land Company (“SLC”), agents for TELUS, completed Industry Canada’s (“IC”) Default Public Consultation Process as part of TELUS’ requirement to consult for a proposed radiocommunications facility at 2102 Munn Road, View Royal, BC. Below includes a summary of the process and the consultation results.

SLC notified all property owners in writing, within one hundred and eighty (180) metres from the base of the proposed facility (or three times the proposed tower height), along with Industry Canada, the District of Highlands and the Town of View Royal with an informational package on January 19, 2012. SLC also placed a development proposal advertisement in the Goldstream Gazette on January 19, 2012. Please see: Appendix 1 for a list inclusive of the properties notified.

Prior to commencing the above noted public consultation, TELUS representatives met with members of the Todd family to determine the view impact of the proposed installation from their homes approximately 500 to 600 metres to the southwest (at 2820 Barker Road). TELUS representatives floated a helium balloon at an elevation of 61 metres at the proposed tower location to determine if any portion of the structure would be visible from the Todd residences. It was determined that the very top of the tower would be visible in the horizon from one of the homes on the property.

As a result of IC’s Default Public Consultation Process there were comments received from the owners of 2820 Barker Road (Todd Family) and from the District of Highlands. In addition to this, phone calls and emails were exchanged between SLC and Mike Todd. Attached are the comments received as well as responses provided by SLC (please see: Appendix 2). In summary, written comments were received from Deborah Todd (2820 Barker Road) indicating a preference to have the tower relocated so the forested area between her and the tower would screen the tower from her view. Her brother, Mike Todd, expressed concern for the visibility of tower from Deborah’s home as well, although, he indicated it was not visible from his home. As a result of the request to relocate the tower, TELUS indicated that (among other reasons) the tower location was not able to be moved because it is located on the highest elevation in the immediate area and moving it would reduce the service area of the tower. In addition, moving away from this high point would require a larger structure likely to be equally visible above the tree line. TELUS did offer to reduce the height of the tower a further 3.75 m (or 12 ft) to further reduce any visual impact to the home at 2820 Barker Road. No further response was received from Deborah Todd.

Mike Todd did respond via phone call indicating a preference for relocating the tower and, if not possible, that the tower be lowered, as offered by TELUS.

In addition to the above, SLC completed a presentation to the District of Highlands Committee of the Whole on February 13, 2012 (please see: Appendix 3). As a result, the District submitted the attached comments (please see: Appendix 4) on February 24, 2012. TELUS’ representative at the Committee of Whole meeting clearly indicated the need to the improved service to meet the areas residential, business and emergency needs with the use of detailed visual information (see slide 5 of Appendix 3). Council questioned the need for a microwave antenna on the tower. TELUS representative indicated that the microwave is used as a backup plan so that if the landline servicing the site was knocked out the microwave would enable the site to continue operating. Council also expressed concern for a potential light on the top of the tower. Transport Canada has indicated that no light is required on the tower.

To date, no further responses have been received as a result of the consultation process. The IC Default Public Consultation Process formally concluded on February 17, 2012.
