8.1 STAFF REPORTS
a) Lot Frontage Exemption – 156 View Royal Avenue/244 Fenton Road
- Report dated February 14, 2012 from the Senior Planner
Staff Recommendation: THAT an exemption of lot frontage requirements for Proposed Lots 2, 3 and 4 be approved as per the plans attached to the February 14, 2012 report from the Senior Planner.
b) A Guide to Secondary Suites
- Report dated February 8, 2012 from the Building Official
Staff Recommendation: THAT the report dated February 8, 2012 from the Building Official titled “A Guide to Secondary Suites” be received for information.
c) A Policy and Procedure for the De-Commissioning of Secondary Suites
- Report dated February 8, 2012 from the Building Official
Staff Recommendation: THAT the “Decommissioning of Unauthorized Suites” policy #900.37 and procedure be approved by Council resolution.
8.2 COMMITTEE REPORTS

Recommendations:
- West Shore Parks and Recreation Society 2012 Budget
- THAT the Committee recommend to Council that the West Shore Parks and Recreation Society 2012 Budget be approved as presented. (COW-08-12)
- Monthly RCMP Report for the Month of January 2012
- THAT the Committee recommend to Council that the memorandum dated November 8, 2011 from Staff Sergeant D.F. Willis, Operations NCO – West Shore RCMP, Re: Police Resources and the Town of View Royal Police Strength Analysis be referred to the 2012 budget process. (COW-09-12)
- Development Variance Permit – 1639 Seahaven Terrace
- THAT the Committee recommend that Council consider approval of Development Variance Permit 2012/02 to vary the Gross Floor Area permitted in the R-1C: One Family Residential (Medium Lot) zone within the Land Use Bylaw, 1990, No. 35 from 372m2 to 395m2 at a future Council meeting as per the plans attached to the report from the Planning Technician at the February 14, 2012 Committee of the Whole meeting and subject to noticing as per the requirements of Bylaw 730. (COW-10-12)
- Development Permit Application – 1900 Watkiss Way
- THAT the Committee recommend to Council that Development Permit 2011/09 be considered following final reading of Land Use Bylaw, 1990, No. 35, Amendment Bylaw No. 819, 2011 and subject to noticing as per the requirements of Bylaw 730;
AND THAT Development Permit 2011/09 include the following:
- variance to the required number of parking stalls from 113 to 102;
- variance to the required number of recreation vehicle parking stalls from 11 to zero; and
- variance to the required number of buildings per parcel from one to five. (COW-11-12)

MOTIONS & NOTICES OF MOTION
CLOSED MEETING RESOLUTION THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(m) and Section 90 (2)(b) of the Community Charter.
