1. CALL TO ORDER – Mayor Hill called the Public Hearing to order at 7:01 pm

2. APPROVAL OF AGENDA

THAT the agenda be amended to include item 5(a)(4)(a);

AND THAT the agenda be approved as presented.

3. PUBLIC HEARING

a) Statement of Public Hearing Procedure Mayor Hill made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing The Director of Development Services advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on October 5, 2012. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, October 10, 2012 and Friday, October 12, 2012.

5. BYLAW FOR CONSIDERATION

a) Land Use Bylaw, 1990, No. 35, Amendment Bylaw No. 845, 2012 A Bylaw to Amend the Town of View Royal Land Use Bylaw with Respect to Part 8 Subdivision and Development

1. Comments from Municipal Staff The Director of Development Services gave a review of the bylaw to Council, noting amendments proposed to be made to Part 8 of the Land Use Bylaw.

a) Email dated October 13, 2012 from B. Wheaton, Re: Land Use Bylaw, 1990, No. 35, Amendment Bylaw No. 845, 2012

The Director of Development Services noted that applications received prior to a bylaw change have one year to be completed under the former bylaw requirements. Any new applications are considered under the bylaws in effect at the time of application.
