RECOMMENDATION:

THAT Council approves the award of the 2012 Asphalt Paving Works Tender to Capital City Paving Ltd., in the amount of $292,347.00 (excludes applicable taxes);

AND THAT Council approves the paving work on Island Highway from Six Mile Road to Parsons Bridge be carried out in the hours between 7 p.m. to 5 a.m. as detailed in this report.

PURPOSE OF REPORT:

To receive Council approval to award the Town’s 2012 Asphalt Paving Works Tender to the lowest bidder, Capital City Paving Ltd., so that staff can proceed with the paving works.

TIME CRITICAL:

The timely award of the paving tender is critical in order to complete the paving works while weather is favourable.

BACKGROUND:

Staff recently advertised the Town’s Invitation to Tender for the 2012 Asphalt Paving Works, with the closing date for this Tender being July 11th, 2012.

PROJECT INFORMATION:

Staff received two tenders from the following companies:

O.K. Industries Ltd. (Island Asphalt) $300,255.00
Capital City Paving Ltd. $292,347.00

All of the above prices exclude HST. HST at 1.75% (the portion of the total HST amount that municipalities are required to pay) will be in addition to the tender price, which has been taken into account in budgeting for the paving works.

Both tender submissions were not fully compliant to the tender requirements; however Capital City Paving Ltd. had the least material non-compliance of the two. Staff has received legal advice on this issue and received confirmation that the tender can be awarded to Capital City Paving Ltd.

The paving works include milling and paving on Island Highway in the proximity of Six Mile Road to Parsons Bridge and on portions of View Royal Avenue and Stewart Avenue, as well as miscellaneous pavement repair patches on various roads throughout the Town.

Due to high traffic volumes during daytime hours on the Island Highway, staff recommends that the pavement rehabilitation from Six Mile Road to Parsons Bridge be carried out in the evening/early morning hours between 7 p.m. and 5 a.m. The Town will realize a saving of $3.00 per square metre if Council approves these hours, as Capital City Paving submitted a lower square metre price for working at night. The intent is to have this paving, as well as the road marking, completed by the end of August. If Council approves this night work, staff will ensure that notices are sent to nearby businesses and residences in advance.

The monetary amount of this Tender is sourced mainly from Casino revenue, as well as the Transportation operating budget (Roads and Streets).
