1. CALL TO ORDER

Mayor Hill called the Public Hearing to order at 7:04 p.m.

THAT the agenda be amended to include item 5 (b)(4)(a);

AND THAT the agenda be approved as amended. CARRIED

3. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Mayor Hill made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on July 6, 2012. The notice was advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, July 11, 2012 and Friday, July 13, 2012. 572 notices were mailed to owners and residents of land located within a 400m radius of the subject property.

A Bylaw to Amend the Town of View Royal Land Use Bylaw with Respect to Creating an Attached Residential (RT-1) Zone.

A Bylaw to Amend the Land Use Bylaw with Respect to the Zoning of 231, 235, 237A, 237B and 241 Island Highway to the Attached Residential (RT-1) Zone.

1. Comments from Municipal Staff The Senior Planner gave a summary of the application to Council and presented details of the rezoning application.

2. Comments from the Applicant E. Barker, Project Architect, gave a brief overview of the project.

3. Comments from the Public a) M. Anderson, 57 View Royal Avenue, noted he is not opposed to the application but indicated traffic could be an issue. b) G. Haymes, 18 Fenton Road, shared his support for the project and feels the higher density project is well-suited to a high traffic corridor. c) D. Lehman, owner of 205 View Royal Avenue, discussed his concern for his tenants with noise levels and construction debris and asked about time lines of the project. d) J. Tedford, 169 White Pine Road, views the project as an opportunity for younger families to own an affordable home and would welcome new families to View Royal. e) M. Crawford, 191 Helmcken Road, discussed how the project would be a positive addition to the Town.
