RECOMMENDATION:
THAT Council approves the award for the Town’s 2012 Stewart Avenue Sanitary Lift Station Upgrade Contract to G&E Contracting LTD. at a price of $180,000.00 plus HST.

PURPOSE OF REPORT:
To receive Council approval to award the Town’s 2012 Stewart Avenue Sanitary Lift Station Upgrade Contract to the lowest bidder, G&E Contracting LTD.
BACKGROUND:
View Royal currently has 17 sanitary lift stations. Of these, 9 currently have standby generators to maintain service during power outages. As part of an ongoing lift station upgrade and improvement program, View Royal will be adding standby generators along with station upgrades to the remaining stations.
For 2012, the Stewart Avenue Sanitary Lift Station was chosen to be upgraded. Thus, the tender for the Town’s 2012 Stewart Avenue Sanitary Lift Station Contract was advertised on BC Bid and in the two newspapers, with the closing date for this tender being July 31st, 2012.
DISCUSSION:
The services to be carried out under this contract include the following:
Supply and install all works to upgrade the Stewart Avenue Sanitary Lift Station:
- Replace all pumps and internal works in the lift station
- Install external valve chamber
- Install wash downs
- Replace the control kiosk
- Install standby generator
- Various site works
Staff received one bid package, from G&E Contracting LTD. The bid price from G&E Contracting LTD. came in lower than the amount budgeted by staff for this project.
The bid total received from G&E Contracting LTD. was $180,000.00 plus HST. The budgeted amount for the Stewart Avenue Sanitary Lift Station Upgrade was $240,000.00.
The previous sanitary lift station upgrade, at Midwood lift station, was completed by G&E Construction LTD. Staff was satisfied that the project was completed in a professional and timely manner.
In conclusion, staff recommends that the proposed 2012 Stewart Avenue Sanitary Lift Station Upgrade Contract be awarded to G&E Contracting LTD. This will provide our residents with an upgraded sanitary lift station, with no impact to the proposed 2012 capital budget.
